{"id":114483,"date":"2020-06-11T23:34:00","date_gmt":"2020-06-12T03:34:00","guid":{"rendered":"http:\/\/rbach.net\/?p=114483"},"modified":"2021-08-18T18:31:29","modified_gmt":"2021-08-18T22:31:29","slug":"no-more-facial-recognition-from-ibm","status":"publish","type":"post","link":"https:\/\/rbach.net\/index.php\/no-more-facial-recognition-from-ibm\/","title":{"rendered":"No More Facial Recognition From IBM"},"content":{"rendered":"\r\n<p><strong>Updated 06\/19\/2020 &#8211; <\/strong><em><a href=\"https:\/\/redmondmag.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Redmond<\/a><\/em> is <a href=\"https:\/\/redmondmag.com\/articles\/2020\/06\/17\/microsoft-facial-recognition-dea.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">reporting<\/a> that the <a href=\"https:\/\/www.aclu.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">ACLU<\/a>\u00a0has uncovered <a href=\"https:\/\/data.aclum.org\/wp-content\/uploads\/2020\/06\/20-00004-L-OCR.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">evidence<\/a> (PDF) that <strong>Microsoft<\/strong> was pursuing <strong>sales of its facial recognition<\/strong> technology after its vow to stop selling the software. The ACLU says Microsoft continued to pursue sales to the <strong>U.S. Drug Enforcement Administration<\/strong> (DEA) <strong>six days<\/strong> after the announcement. Microsoft president Brad Smith <a href=\"https:\/\/rcpmag.com\/blogs\/scott-bekker\/2020\/06\/microsoft-facial-recognition-protests.aspx\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/rcpmag.com\/blogs\/scott-bekker\/2020\/06\/microsoft-facial-recognition-protests.aspx&amp;source=gmail&amp;ust=1592687896287000&amp;usg=AFQjCNHEvm8zPKHfFS-w1DawP6MQMhQUGA\">claimed<\/a> the firm would <strong>stop selling facial recognition tech<\/strong> to U.S. police agencies until there is a national law in place that&#8217;s &#8220;grounded in human rights.&#8221;<\/p>\r\n<p>The article calls MSFT\u2019s Smith&#8217;s \u201cstand\u201d last week \u201cas<strong> a bit hollow or misleadingly narrow<\/strong>\u201d and \u201c<strong>opaque transparency<\/strong>.\u201d<\/p>\r\n<p style=\"text-align: center;\">&#8212;<\/p>\r\n<p><strong>Updated 06\/12\/2020 &#8211; <\/strong><a href=\"https:\/\/www.cnn.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>CNN<\/em> <\/a>is <a href=\"https:\/\/www.cnn.com\/2020\/06\/11\/tech\/microsoft-facial-recognition-police\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">reporting<\/a> that <strong>Microsoft<\/strong> has fallen in line with IBM and Amazon. It has announced it <strong>will not sell<\/strong> facial recognition technology <strong>to police departments<\/strong> in the United States, at least until there is a federal law to regulate the technology.<\/p>\r\n<p>Following IBM\u2019s stand, <strong>Amazon<\/strong> has <a href=\"https:\/\/blog.aboutamazon.com\/policy\/we-are-implementing-a-one-year-moratorium-on-police-use-of-rekognition\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> it will <strong>stop providing its facial recognition technology to police forces for one year.<\/strong>\u00a0 <a href=\"https:\/\/techcrunch.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>TechCrunch<\/em><\/a> makes <a href=\"https:\/\/techcrunch.com\/2020\/06\/10\/amazon-rekognition-moratorium\/\" target=\"_blank\" rel=\"noopener noreferrer\">the point<\/a> that the Amazon announcement did not say if the moratorium would apply to the federal government. Amazon also did not say in the statement what action it would take after the yearlong moratorium expires.<\/p>\r\n<p><em>Both firms are calling for national regulation of the tech. IBM CEO Arvind Krishna sent a <a href=\"https:\/\/web.archive.org\/web\/20200701191417\/https:\/\/www.ibm.com\/blogs\/policy\/facial-recognition-susset-racial-justice-reforms\/\" target=\"_blank\" rel=\"noopener noreferrer\">letter<\/a> to the U.S. Congress citing concerns that a<strong>rtificial intelligence (AI) facial recognition software<\/strong>\u00a0could be used for <strong>mass surveillance and racial profiling. <\/strong>As a result,\u00a0IBM will no longer sell general-purpose facial recognition or analysis software.<\/p>\r\n<h3>IBM facial recognition changes<\/h3>\r\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-114535\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382-150x93.jpg?resize=100%2C62&#038;ssl=1\" alt=\"\" width=\"100\" height=\"62\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?resize=150%2C93&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?resize=1024%2C635&amp;ssl=1 1024w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?resize=75%2C47&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?resize=768%2C476&amp;ssl=1 768w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?w=1500&amp;ssl=1 1500w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?w=960&amp;ssl=1 960w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/cameras-e1591928519382.jpg?w=1440&amp;ssl=1 1440w\" sizes=\"auto, (max-width: 100px) 100vw, 100px\" \/>The company is not abandoning facial recognition. <em><a href=\"https:\/\/www.reuters.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters<\/a><\/em> <a href=\"https:\/\/www.reuters.com\/article\/us-ibm-facial-recognition\/ibm-exits-facial-recognition-business-calls-for-police-reform-idUSKBN23G01T\" target=\"_blank\" rel=\"noopener noreferrer\">cites<\/a> an IBM source that says, <strong>IBM will &#8220;<em>no longer market, sell or update<\/em><\/strong><em> the products but will support clients as needed.<\/em>&#8221; As <a href=\"https:\/\/www.engadget.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Engadget<\/em><\/a> <a href=\"https:\/\/www.engadget.com\/ibm-exits-facial-recognition-business-012915316.html\" target=\"_blank\" rel=\"noopener noreferrer\">points out<\/a>, the move comes in the midst of protests over <strong>police brutality and discrimination capped by the apparent <a href=\"https:\/\/www.nytimes.com\/2020\/05\/31\/us\/george-floyd-investigation.html\" target=\"_blank\" rel=\"noopener noreferrer\">murder of George Floyd<\/a><\/strong> by Minneapolis police officers.<\/p>\r\n<p>The use of <strong>AI and facial recognition has a history of privacy and bias problems<\/strong>. In 2019, <a href=\"https:\/\/www.pewresearch.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pew Research<\/a> <a href=\"https:\/\/www.pewresearch.org\/internet\/2019\/09\/05\/more-than-half-of-u-s-adults-trust-law-enforcement-to-use-facial-recognition-responsibly\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/e.businessinsider.com\/click\/20573467.4\/aHR0cHM6Ly93d3cucGV3cmVzZWFyY2gub3JnL2ludGVybmV0LzIwMTkvMDkvMDUvbW9yZS10aGFuLWhhbGYtb2YtdS1zLWFkdWx0cy10cnVzdC1sYXctZW5mb3JjZW1lbnQtdG8tdXNlLWZhY2lhbC1yZWNvZ25pdGlvbi1yZXNwb25zaWJseS8\/5d233c18f730436f2414784fB1ddae036&amp;source=gmail&amp;ust=1591880266094000&amp;usg=AFQjCNEn4cYCmEpYXoRX6uyc-82LFhghkQ\" data-analytics-module=\"body_link\" data-analytics-post-depth=\"60\">reported that <\/a>\u00a050% of U.S. adults said they <strong>did not trust tech companies to use facial recognition responsibly. <\/strong>27% of the same group <strong>did not trust law enforcement<\/strong> agencies <strong>to use facial recognition responsibly<\/strong>. There are good reasons for the distrust of facial recognition. Many reports have found that facial recognition systems <a href=\"https:\/\/www.engadget.com\/2018-02-12-facial-analysis-ai-has-racial-gender-bias.html\" target=\"_blank\" rel=\"noopener noreferrer\">can be <strong>biased<\/strong><\/a>. They have systemic bias&#8217;<strong> against non-whites and women. <\/strong>This is particularly true if the training data includes relatively few people from those groups.\u00a0<\/p>\r\n<p id=\"4lCqi7\"><em><a href=\"https:\/\/time.com\/132160\/rise-of-the-private-surveillance-state\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-114536\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/surveillance-1.jpg?resize=110%2C82&#038;ssl=1\" alt=\"\" width=\"110\" height=\"82\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/surveillance-1.jpg?resize=150%2C112&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/surveillance-1.jpg?resize=75%2C56&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/surveillance-1.jpg?resize=768%2C573&amp;ssl=1 768w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/surveillance-1.jpg?w=795&amp;ssl=1 795w\" sizes=\"auto, (max-width: 110px) 100vw, 110px\" \/><\/a><a href=\"https:\/\/www.theverge.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Verge<\/a><\/em>\u00a0<a href=\"https:\/\/www.theverge.com\/2020\/6\/8\/21284683\/ibm-no-longer-general-purpose-facial-recognition-analysis-software\" target=\"_blank\" rel=\"noopener noreferrer\">documents<\/a> some of the defacto bias&#8217; in facial recognition. In 2018, AI researchers Joy Buolamwini and Timnit Gebru, <a href=\"http:\/\/gendershades.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Gender Shades<\/a> project was the first to <a href=\"http:\/\/gendershades.org\/overview.html\" target=\"_blank\" rel=\"noopener noreferrer\">reveal<\/a> the extent to which many commercial facial recognition systems (including IBM\u2019s) were biased. This work led to mainstream criticism of these algorithms and ongoing attempts to address bias.<\/p>\r\n<p><strong>Clearview AI Inc<\/strong>., facial recognition software identifies people by comparing their faces with <strong>3 billion images many <a href=\"https:\/\/www.nytimes.com\/2020\/01\/18\/technology\/clearview-privacy-facial-recognition.html?searchResultPosition=1\" target=\"_blank\" rel=\"noopener noreferrer\">scraped from social media sites<\/a>. <\/strong>Clearview took the images from Facebook, YouTube, and Venmo without notifying the people. The facial recognition tool is widely used by private sector companies and law enforcement agencies. Clearview has since been issued numerous cease and desist orders and is at the <a href=\"https:\/\/www.theverge.com\/2020\/5\/28\/21273388\/aclu-clearview-ai-lawsuit-facial-recognition-database-illinois-biometric-laws\" target=\"_blank\" rel=\"noopener noreferrer\">center of a number of privacy lawsuits<\/a>.\u00a0<strong>Facebook<\/strong> was also\u00a0<a href=\"https:\/\/www.theverge.com\/2020\/1\/29\/21114358\/facebook-550-million-settle-lawsuit-facial-recognition-technology-illinois\" target=\"_blank\" rel=\"noopener noreferrer\">ordered in January 2020 to pay $550 million<\/a> to settle a 2015 class-action lawsuit over its unlawful use of facial recognition technology.<\/p>\r\n<p id=\"dnUBGV\"><em><a href=\"https:\/\/calisphere.org\/item\/ark:\/13030\/kt6f59p6v4\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-114537 size-medium\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/crowd-e1591930066258-150x81.jpg?resize=150%2C81&#038;ssl=1\" alt=\"\" width=\"150\" height=\"81\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/crowd-e1591930066258.jpg?resize=150%2C81&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/crowd-e1591930066258.jpg?resize=75%2C41&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/crowd-e1591930066258.jpg?w=481&amp;ssl=1 481w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a>The Verge<\/em> points out that IBM is not without a share of the blame. IBM was found to be sharing a <strong>training data set of nearly one million photos <a href=\"https:\/\/www.theverge.com\/2019\/3\/12\/18262646\/ibm-didnt-inform-people-when-it-used-their-flickr-photos-for-facial-recognition-training\" target=\"_blank\" rel=\"noopener noreferrer\">in January 2019<\/a> taken from Flickr<\/strong> without the consent of the subjects. IBM told <em>The Verg<\/em>e in a statement at the time that the data set would only be accessed by verified researchers and only included images that were publicly available. The company also said that individuals can opt out of the data set.<\/p>\r\n<p>A December 2019 <a href=\"https:\/\/www.nist.gov\" target=\"_blank\" rel=\"noopener noreferrer\">NIST<\/a> <a href=\"https:\/\/www.theverge.com\/2019\/12\/20\/21031255\/facial-recognition-algorithm-bias-gender-race-age-federal-nest-investigation-analysis-amazon\" target=\"_blank\" rel=\"noopener noreferrer\">study found<\/a>:<\/p>\r\n<p style=\"text-align: justify; padding-left: 30px;\"><em>empirical evidence for the existence of a wide range of accuracy across demographic differences in the majority of the current face recognition algorithms that were evaluated.<\/em>\u201d<\/p>\r\n<p id=\"8Heu4o\">\u00a0<\/p>\r\n<h3>Amazon&#8217;s facial recognition software\u00a0<\/h3>\r\n<p><a href=\"https:\/\/aws.amazon.com\/rekognition\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-114538 size-thumbnail alignright\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/logo_aws-e1591930568309-75x64.png?resize=75%2C64&#038;ssl=1\" alt=\"\" width=\"75\" height=\"64\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/logo_aws-e1591930568309.png?resize=75%2C64&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/logo_aws-e1591930568309.png?resize=150%2C128&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/logo_aws-e1591930568309.png?w=738&amp;ssl=1 738w\" sizes=\"auto, (max-width: 75px) 100vw, 75px\" \/><\/a>Notably, NIST\u2019s study did not include <strong>Amazon&#8217;s facial recognition software Rekognition<\/strong>. Rekognition, has also been criticized for its accuracy. In 2018, the <a href=\"https:\/\/www.aclu.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">ACLU<\/a>\u00a0<a href=\"https:\/\/www.aclu.org\/blog\/privacy-technology\/surveillance-technologies\/amazons-face-recognition-falsely-matched-28\" target=\"_blank\" rel=\"noopener noreferrer\">found<\/a>\u00a0that Rekognition <strong>incorrectly matched 28 members of Congress to<\/strong> faces picked from 25,000 <strong>mugshots<\/strong>.<\/p>\r\n<p>Despite Amazon&#8217;s system providing what the ACLU called a disproportionate number of false matches of congress embers of color, Amazon <a href=\"https:\/\/twitter.com\/amazon\/status\/1267140211861073927?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener noreferrer\">posted<\/a> a statement expressing concern over the <strong>\u201cinequitable and brutal treatment of Black people in our country.\u201d<\/strong> But the richest man in the world <a href=\"https:\/\/www.forbes.com\/profile\/jeff-bezos\/#4132af5c1b23\" target=\"_blank\" rel=\"noopener noreferrer\">Jeff Bezos<\/a> and his company are part of the problem. <strong>Amazon is profiting off racial profiling of Black people by police.<\/strong><\/p>\r\n<p>Amazon has built a nationwide surveillance network. The surveillance network of our homes and communities uses Amazon Ring cameras and its Neighbors app. The company collects the images and then handed its data over to the police.\u00a0<\/p>\r\n<h3>What Amazon does with the data:<\/h3>\r\n<ul>\r\n<li>It <strong><a href=\"https:\/\/www.engadget.com\/2019-08-06-ring-coaching-police-footage.html\" target=\"_blank\" rel=\"noopener noreferrer\">aggressively sells<\/a><\/strong> its facial recognition software, Rekognition, to police departments and ICE.<\/li>\r\n<li><strong><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-111709\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stack-of-money-2.jpg?resize=80%2C100&#038;ssl=1\" alt=\"\" width=\"80\" height=\"100\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stack-of-money-2.jpg?resize=120%2C150&amp;ssl=1 120w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stack-of-money-2.jpg?resize=60%2C75&amp;ssl=1 60w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stack-of-money-2.jpg?w=300&amp;ssl=1 300w\" sizes=\"auto, (max-width: 80px) 100vw, 80px\" \/>They store footage from millions of Ring users<\/strong> and have over<strong> <a href=\"https:\/\/www.google.com\/maps\/d\/viewer?mid=1eYVDPh5itXq5acDT9b0BVeQwmESBa4cB&amp;ll=36.19459170250794%2C-103.96982876449249&amp;z=4\" target=\"_blank\" rel=\"noopener noreferrer\">1,330<\/a>\u00a0surveillance <a href=\"https:\/\/web.archive.org\/web\/20200919040422\/https:\/\/www.vice.com\/en_us\/article\/bjw9e8\/inside-rings-quest-to-become-law-enforcements-best-friend\" target=\"_blank\" rel=\"noopener noreferrer\">partnerships<\/a><\/strong> with <a href=\"https:\/\/www.google.com\/maps\/d\/viewer?mid=1eYVDPh5itXq5acDT9b0BVeQwmESBa4cB&amp;ll=36.19459170250794%2C-103.96982876449249&amp;z=4\" target=\"_blank\" rel=\"noopener noreferrer\">local police departments<\/a>.<\/li>\r\n<li>Through these surveillance partnerships, law enforcement, including the <strong>FBI and <a href=\"https:\/\/notechforice.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">ICE<\/a><\/strong> can <a href=\"https:\/\/web.archive.org\/web\/20200919040422\/https:\/\/www.vice.com\/en_us\/article\/bjw9e8\/inside-rings-quest-to-become-law-enforcements-best-friend\">get<\/a> <a href=\"https:\/\/www.markey.senate.gov\/news\/press-releases\/senator-markey-investigation-into-amazon-ring-doorbell-reveals-egregiously-lax-privacy-policies-and-civil-rights-protections\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>unprecedented<\/strong><\/a><strong> <a href=\"https:\/\/medium.com\/@amazon_employee\/im-an-amazon-employee-my-company-shouldn-t-sell-facial-recognition-tech-to-police-36b5fde934ac\" target=\"_blank\" rel=\"noopener noreferrer\">access<\/a><\/strong> to large swaths of <a href=\"https:\/\/www.cnet.com\/news\/you-shared-ring-footage-with-police-they-may-share-it-too\/\" target=\"_blank\" rel=\"noopener noreferrer\">footage and data<\/a> <strong>without any oversigh<\/strong>t.\u00a0<\/li>\r\n<li>The <a href=\"https:\/\/web.archive.org\/web\/20200921051758\/https:\/\/www.vice.com\/en_us\/article\/qvyvzd\/amazons-home-security-company-is-turning-everyone-into-cops\" target=\"_blank\" rel=\"noopener noreferrer\">Neighbors App<\/a> allows for the crowdsourced (<a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/jun\/06\/rightwing-vigilante-armed-antifa-protests\" target=\"_blank\" rel=\"noopener noreferrer\">mob<\/a>)\u00a0 tracking of Black people.<\/li>\r\n<\/ul>\r\n<p><em><strong>rb-<\/strong><\/em><\/p>\r\n<p id=\"vkdiIr\"><em>Mr. Krishna should be applauded for his public stand. But call me cynical &#8211; this is also about business. <a href=\"https:\/\/www.morganstanley.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Morgan Stanley<\/a> predicts that AI and automation will be a <strong>one trillion dollar industry<\/strong> by 2050. <strong>Change is coming<\/strong> and big tech &#8211; IBM, MSFT, GOOG, FB are trying to <strong>get in front of it<\/strong>. Big business has done this time and again. they will sit in front of a congressional hearing &#8211; <a href=\"https:\/\/www.theregister.com\/2018\/04\/09\/mark_zuckerberg_sorry_again_congress_privacy\/\" target=\"_blank\" rel=\"noopener noreferrer\">say mea culpa<\/a> and maybe Congress will pass some lame regulation that the <a href=\"https:\/\/publicintegrity.org\/politics\/state-politics\/copy-paste-legislate\/you-elected-them-to-write-new-laws-theyre-letting-corporations-do-it-instead\/\" target=\"_blank\" rel=\"noopener noreferrer\">lobbyist wrote<\/a>.
