Leadership includes Kevon Martis, a Lenawee County commissioner and fellow with the <a title=\"Fellows &amp; Advisors\" href=\"https:\/\/eelegal.org\/fellows-advisors-2\/\" target=\"_blank\" rel=\"nofollow noopener\">Energy &amp; Environment Legal Institute<\/a>, a conservative think tank that opposes renewable energy. The group was <a title=\"Articles of Incorporation\" href=\"https:\/\/www.documentcloud.org\/documents\/24130706-our-home-our-voice-articles-of-incorporation-filed-with-state-of-michigan\" target=\"_blank\" rel=\"nofollow noopener\">incorporated<\/a> in Michigan in Feb. 2023.\u00a0<\/p>\r\n<p style=\"text-align: center;\">&#8212;<\/p>\r\n<p>Offshore wind power development in the Great Lakes region has potential. With its 3,288 miles of shorelines along four of the five Great Lakes, Michigan could emerge as a leader in the green energy market. The consistent winds across the Great Lakes offer the opportunity to power offshore wind turbines. They could generate over <a title=\"Exploring Offshore Wind Energy Opportunities in the Great Lakes\" href=\"https:\/\/www.nrel.gov\/news\/program\/2023\/exploring-offshore-wind-energy-opportunities-in-the-great-lakes.html#:~:text=Wind%20resource%20assessments%20estimate%20that,for%20floating%20wind%20energy%20systems.\" target=\"_blank\" rel=\"noopener\">570 Gigawatts<\/a> of green energy. Michigan could become a net exporter of green energy to the rest of the country. Estimates from the <a title=\"National Renewable Energy Laboratory\" href=\"https:\/\/www.nrel.gov\/\" target=\"_blank\" rel=\"noopener\">National Renewable Energy Laboratory<\/a> (NREL) suggest that offshore power could generate <a title=\"Watch what people do, not what they say about renewable energy\" href=\"https:\/\/www.resilience.org\/stories\/2023-12-03\/watch-what-people-do-not-what-they-say-about-renewable-energy\/\" target=\"_blank\" rel=\"nofollow noopener\">over 18 times Michigan&#8217;s annual needs<\/a>. Despite the abundant natural resources and potential economic benefits, no commercial wind turbines have been installed. Why is that?<\/p>\r\n<h3>Policymakers are Afraid of Wind Power<\/h3>\r\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-113445\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/politician-3.jpg?resize=106%2C115&#038;ssl=1\" alt=\"\" width=\"106\" height=\"115\" \/><a title=\"Doug Bessette\" href=\"https:\/\/www.canr.msu.edu\/people\/doug-bessette\" target=\"_blank\" rel=\"nofollow noopener\">Doug Bessette<\/a>\u00a0is a professor of community sustainability at <a title=\"Michigan State University\" href=\"https:\/\/msu.edu\/\" target=\"_blank\" rel=\"nofollow noopener\">Michigan State University<\/a>. He studies the acceptance of renewables. The Professor <a title=\"Michigan and Great Lakes slow offshore wind collection\" href=\"https:\/\/www.publicnewsservice.org\/2023-12-15\/climate-change\/can-offshore-great-lakes-projects-get-a-second-wind\/a87731-1\" target=\"_blank\" rel=\"nofollow noopener\">told<\/a> <a title=\"Public News Service\" href=\"https:\/\/www.publicnewsservice.org\/\" target=\"_blank\" rel=\"nofollow noopener\">Public News Service<\/a> Michigan is no closer to ramping up the technology than it was 10 years ago. Mr. Bassest continued,<\/p>\r\n<p style=\"padding-left: 40px;\"><em>&#8220;I think a lot of policymakers are hesitant to get offshore wind attached to their name because it&#8217;s such a controversial technology. I think people are afraid to push it forward.&#8221;<\/em><\/p>\r\n<p>Why is off-shore wind power controversial? The <a title=\"Climate and Development Lab\" href=\"https:\/\/www.climatedevlab.brown.edu\/\" target=\"_blank\" rel=\"nofollow noopener\">Climate and Development Lab<\/a> (CDL) at <a title=\"Brown University\" href=\"https:\/\/www.brown.edu\/\" target=\"_blank\" rel=\"nofollow noopener\">Brown University<\/a> may have one answer: Greed. In <a title=\"Against the Wind: A Map of the Anti-Offshore Wind Network in the Eastern United States\" href=\"https:\/\/www.climatedevlab.brown.edu\/post\/against-the-wind-a-map-of-the-anti-offshore-wind-network-in-the-eastern-united-states\" target=\"_blank\" rel=\"noopener\"><em><span class=\"post-title__text blog-post-title-font blog-post-title-color\"><span class=\"blog-post-title-font blog-post-title-color\">Against the Wind: A Map of the Anti-Offshore Wind Network in the Eastern United States<\/span><\/span><\/em><\/a>, the CDL studied the opposition to offshore wind power and found some familiar names.<\/p>\r\n<h3>Dark Money<\/h3>\r\n<p><a href=\"https:\/\/www.globalgovernmentforum.com\/events\/shedding-light-on-dark-money-how-governments-can-tackle-illicit-finance\/\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-130261 size-medium\" title=\"Shedding light on dark money: how governments can tackle illicit finance\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Shedding-light-on-dark-money-pic-1240-e1704926810932-150x91.jpg?resize=150%2C91&#038;ssl=1\" alt=\"Shedding light on dark money: how governments can tackle illicit finance\" width=\"150\" height=\"91\" \/><\/a>Dark money is a term that refers to political spending by groups that do not disclose their donors. This makes it difficult to trace the source and influence of their money. Dark money affects democracy in several ways.<\/p>\r\n<ul>\r\n<li>The <a title=\"Center for Public Integrity\" href=\"https:\/\/publicintegrity.org\" target=\"_blank\" rel=\"noopener\">Center for Public Integrity<\/a> <a title=\"What is political \u2018dark money\u2019 \u2014 and is it bad?\" href=\"https:\/\/publicintegrity.org\/politics\/what-is-political-dark-money-and-is-it-bad\/\" target=\"_blank\" rel=\"noopener\">says<\/a> dark money undermines the political system&#8217;s accountability and transparency. Voters do not know who is trying to influence them or what their motives are.<\/li>\r\n<li>The <a title=\"Brennan Center for Justice\" href=\"https:\/\/www.brennancenter.org\/\" target=\"_blank\" rel=\"nofollow noopener\">Brennan Center for Justice<\/a> <a title=\"Why You Should Care About Dark Money in Politics\" href=\"https:\/\/www.brennancenter.org\/our-work\/analysis-opinion\/why-you-should-care-about-dark-money-politics\" target=\"_blank\" rel=\"noopener\">maintains<\/a> dark money creates an imbalance of power and representation. Wealthy and powerful interests can spend unlimited amounts of money to sway elections and policies in their favor, often at the expense of the public interest.<\/li>\r\n<\/ul>\r\n<p>Dark money undermines the accountability and transparency of the democratic process since voters do not know who is trying to influence them or their motives. The people feel that their voices and votes do not matter or that the system is rigged against them. Many agree that dark money poses a serious threat to the health and integrity of democracy.<\/p>\r\n<h3>The War Over Wind Power<\/h3>\r\n<p>According to the CDL study, the war against offshore power began 12 years ago.<\/p>\r\n<p style=\"text-align: justify; padding-left: 30px;\"><em><a href=\"https:\/\/www.linkedin.com\/pulse\/astroturfing-covid-19-teyloure-ring\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-130263\" title=\"Astroturfing and COVID-19\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Astroturfing-e1705009031674-150x54.png?resize=125%2C45&#038;ssl=1\" alt=\"Astroturfing and COVID-19\" width=\"125\" height=\"45\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Astroturfing-e1705009031674.png?resize=150%2C54&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Astroturfing-e1705009031674.png?resize=75%2C27&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Astroturfing-e1705009031674.png?w=609&amp;ssl=1 609w\" sizes=\"auto, (max-width: 125px) 100vw, 125px\" \/><\/a>The plan includes a \u201cnational professional PR campaign\u201d to cause \u201csubversion in message of [wind] industry so that it effectively becomes so bad no one wants to admit in public<\/em><br \/><em>they are for it (much like wind has done to coal, by turning green to black and clean to dirty).\u201d This campaign \u201cmust appear as a \u2018groundswell\u2019 among grass roots.\u201d The tactics delineated in this memo include trainings for local anti-OSW groups, coordinated messaging and advertisements, and collaborations with other interest groups such as traditional environmentalists, the Tea Party, and property rights organizations.<\/em><\/p>\r\n<h3>Dark Money Networks<\/h3>\r\n<p>The report includes familiar names. The CDL &#8220;identified six major fossil fuel and dark money donors\u2014the Charles Koch Foundation, the Charles Koch Institute, DonorsTrust, the State Policy Network State Policy Network, a key national player in right-wing politics and the climate change counter-movement, and the American Fuel and Petrochemical Manufacturers Association\u2014<em>that fund 17 think tanks involved in the anti-OSW network<\/em>.&#8221;<\/p>\r\n<p><a href=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/AntiOSWP-1.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-130264\" title=\"How dark money works\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/AntiOSWP-1.jpg?resize=205%2C300&#038;ssl=1\" alt=\"How dark money works\" width=\"205\" height=\"300\" \/><\/a><\/p>\r\n<p>The CDL states that these groups all have intimate ties to the fossil fuel industry. They point out that the Charles Koch Foundation, <strong>Charles Koch<\/strong> Institute, and<strong> DonorsTrust<\/strong> are key charitable wings of the sprawling Koch network of donors. Their activities encompass think tanks and astroturf groups that advance right-wing causes, especially obstruction to climate policy.\u00a0<\/p>\r\n<p><a href=\"https:\/\/www.americanprogress.org\/article\/the-oil-and-gas-industry-is-behind-offshore-wind-misinformation\/\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-130258 size-large\" title=\"The Oil and Gas Industry Is Behind Offshore Wind Misinformation\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Offshore-Wind-Misinformation__Figure-1-e1704925461418-1024x240.png?resize=480%2C113&#038;ssl=1\" alt=\"The Oil and Gas Industry Is Behind Offshore Wind Misinformation\" width=\"480\" height=\"113\" \/><\/a>The report identified another group fighting wind power &#8211; the Koch-related <strong>State Policy Network<\/strong> (SPN). <span class=\"s5\"><a title=\"Michigan Think Tank Launches New Dark Money Group as \u201cRight-to-Work\u201d Fight Heats Up\" href=\"https:\/\/www.exposedbycmd.org\/2023\/03\/10\/michigan-think-tank-launches-new-dark-money-group-as-right-to-work-fight-heats-up\/\" target=\"_blank\" rel=\"nofollow noopener\">According<\/a> to the <a title=\"Center for Media and Democracy\" href=\"https:\/\/www.exposedbycmd.org\/\" target=\"_blank\" rel=\"nofollow noopener\">Center for Media and Democracy<\/a> (CMD), the SPN has <a title=\"SPN Members\" href=\"https:\/\/www.sourcewatch.org\/index.php?title=SPN_Members\" target=\"_blank\" rel=\"noopener\" data-wpel-link=\"external\"><span class=\"s3\">affiliates<\/span><\/a><span class=\"s4\">\u00a0<\/span>in all 50 states. SPN <\/span><span class=\"s4\">plays an integral role in ensuring legislation gets passed in state houses. SPN members attract media attention, provide academic legitimacy when called on to testify at hearings, and produce \u201cstudies\u201d or model legislation. That legislation often comes in the form of model bills drafted by corporate lobbyists and lawmakers at SPN\u2019s sister organization, the <a title=\"ALEC Exposed\" href=\"https:\/\/www.alecexposed.org\/wiki\/ALEC_Exposed\" target=\"_blank\" rel=\"noopener\" data-wpel-link=\"external\"><span class=\"s7\">American Legislative Exchange Council<\/span><\/a> (<strong>ALEC<\/strong>). In Michigan, that <span class=\"s5\">includes the Mackinac Center.<\/span><\/span><\/p>\r\n<h3>Windpower Opposition in Michigan<\/h3>\r\n<p><a href=\"https:\/\/www.desmog.com\/mackinac-center-public-policy\/\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-130265 size-medium\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Mackinack-logo-e1705009624359-150x45.png?resize=150%2C45&#038;ssl=1\" alt=\"\" width=\"150\" height=\"45\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Mackinack-logo-e1705009624359.png?resize=150%2C45&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Mackinack-logo-e1705009624359.png?resize=75%2C23&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Mackinack-logo-e1705009624359.png?w=250&amp;ssl=1 250w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a>According to the CMD, in 2021, the Mackinac Center posted revenues of <a title=\"Mackinac Center 2021 990\" href=\"https:\/\/www.documentcloud.org\/documents\/23693971-mackinac-center-2021-990\" target=\"_blank\" rel=\"noopener\" data-wpel-link=\"external\"><span class=\"s3\">$15.6 million<\/span><\/a>. It is one of the largest right-wing state policy groups in the country. The CDL says the Mackinac Center, based in Midland, MI, received part of the $870,000 that SPN spent to fight off-shore wind power. The Mackinac Center has a long history of opposition to green energy, like wind power in Michigan, dating back to at least 2012. Others also report on the long-standing <a title=\"The Koch Brothers, Dark Money and the Mackinac Center\" href=\"https:\/\/meamatters.com\/2014\/10\/29\/the-koch-brothers-dark-money-and-the-mackinac-center\/\" target=\"_blank\" rel=\"noopener\">Koch dark money support of the Mackinac Center.<\/a><\/p>\r\n<h3><em>RB-<\/em><\/h3>\r\n<p><em>The problem is that neither citizens nor politicians want to understand the risks of climate change. There are several reasons for this disbelief.<\/em><\/p>\r\n<p><em>Many argue that even if climate change science is real, it doesn\u2019t matter. God is going to use climate change to enact his wrath on the world. And you can\u2019t fight God.<\/em><\/p>\r\n<p><em>Another factor is the <a title=\"8-time felon and former state rep Brian Banks paid to recruit students for Highland Park\" href=\"https:\/\/www.fox2detroit.com\/news\/8-time-felon-and-former-state-rep-brian-banks-paid-to-recruit-students-for-highland-park\" target=\"_blank\" rel=\"nofollow noopener\">quality<\/a> <a title=\"We Asked A Republican Running For Michigan Governor About His Anti-Muslim Remarks. He Responded With More Anti-Muslim Remarks.\" href=\"https:\/\/www.buzzfeednews.com\/article\/talalansari\/muslim-governor-michigan-race-republican-democrat-loyalty#.kb1d8p0a5\" target=\"_blank\" rel=\"nofollow noopener\">of the<\/a> <a title=\"A Republican Peddling Anti-Muslim Conspiracy Theories In Michigan Was Called A &quot;Coward&quot; On The Senate Floor\" href=\"https:\/\/www.buzzfeednews.com\/article\/tasneemnashrulla\/republican-muslim-conspiracy-theories-colbeck-coward\" target=\"_blank\" rel=\"nofollow noopener\">politicians<\/a> <a title=\"Michigan GOP Candidate Tells Daughters 'If Rape Is Inevitable, Lie Back And Enjoy It'\" href=\"https:\/\/www.huffpost.com\/entry\/michigan-gop-candidate-rape-lie-back-and-enjoy-it_n_62278e85e4b004a43c1086bc\" target=\"_blank\" rel=\"noopener\">creating<\/a> <a title=\"Michigan Republicans escalate LGBTQ attacks. Will voters embrace them?\" href=\"https:\/\/www.bridgemi.com\/michigan-government\/michigan-republicans-escalate-lgbtq-attacks-will-voters-embrace-them\" target=\"_blank\" rel=\"nofollow noopener\">policy<\/a>. Many politicians these days focus on legislating civil and criminal laws that reflect their view of religion in political life.
