Deepfakes are artificial intelligence (AI) that uses machine learning to create or manipulate videos or audio\u00a0to make it look or sound like someone is saying or doing something they never actually did. What they found is <strong>alarming for Democracy<\/strong>. Their research found that Donald Trump and his fellow traveler Elon Musk are the most frequently deepfaked politicians. <a title=\"Deepfake Videos Have Gone Mainstream\u2014Now What?\" href=\"https:\/\/www.kapwing.com\/blog\/deepfake-videos-have-gone-mainstream-now-what\/\" target=\"_blank\" rel=\"nofollow noopener ugc\">The Kapwing study tracked deepfake video requests<\/a> using text-to-video AI tools. It found that 64% of the deepfaked videos were of politicians and business leaders.<\/p>\n<h3>The most deepfakes<\/h3>\n<p><strong><a href=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/not_trump-e1728676261156.png?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-132591 size-medium\" title=\"The most deepfakes\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/not_trump-e1728676261156-150x132.png?resize=150%2C132&#038;ssl=1\" alt=\"The most deepfakes\" width=\"150\" height=\"132\" \/><\/a><\/strong>The Kapwing video content platform analyzed deepfaked politicians. The platform&#8217;s top deepfaked politician is Donald Trump. The Republican candidate topped the list with 12,384 deepfake videos. Trump was followed closely by Elon Musk, the CEO of Tesla and X (formerly Twitter), with over 9,500 deepfakes. Current US President Joe Biden ranked third with 7,596 deepfakes.<\/p>\n<p>The prominence of Trump as a deepfake target underscores the <strong>growing risk<\/strong> this technology poses to Democracy. Attackers can weaponize deepfake politicians to <strong>spread misinformation<\/strong>, influence, or deceive voters. Eric Lu, the co-founder of Kapwing, says weaponization is already occurring, <em>&#8220;The findings of our study clearly show that video deepfakes have already gone mainstream&#8230;&#8221;<\/em><\/p>\n<h3>Social media&#8217;s role<\/h3>\n<p><a href=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Social_Media-Collage-5-e1728763259652.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-130712\" title=\"Social media\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/Social_Media-Collage-5.jpg?resize=100%2C77&#038;ssl=1\" alt=\"Social media\" width=\"100\" height=\"77\" \/><\/a>Social media platforms are often the primary channels for deepfakes, boosting their popularity. Kapwing&#8217;s study urges platforms to take responsibility for disseminating deepfaked media. Lu, who conducted the study, blames the social media companies, saying, &#8220;<em>Social media platforms like YouTube, Instagram, Facebook, and X have an important responsibility to prevent fake news or financial scams early on before the posts go viral.&#8221;\u00a0<\/em><\/p>\n<h3>When deepfakes attack<\/h3>\n<p><a href=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/exec.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-132606 size-medium\" title=\"When deepfakes attack\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/exec.jpg?resize=150%2C112&#038;ssl=1\" alt=\"When deepfakes attack\" width=\"150\" height=\"112\" \/><\/a>Deepfake attacks have already occurred. These are some prominent examples. First, in September 2024, during a Zoom call, Senator Ben Cardin, chair of the <strong>United States Foreign Relations Committee<\/strong>, was the victim of a sophisticated <a title=\"Sen. Ben Cardin says he was targeted by apparent deepfake call\" href=\"https:\/\/www.nbcnews.com\/politics\/congress\/ben-cardin-targeted-apparent-deep-fake-call-dmytro-kuleba-rcna172776?\" target=\"_blank\" rel=\"nofollow noopener ugc\">deepfake impersonation<\/a>. The impersonator posed as Dmytro Kuleba, Ukraine&#8217;s former Foreign Affairs Minister, and attempted to elicit politically charged responses regarding the upcoming U.S. Presidential election.<\/p>\n<p>Then, in January 2024, voters in New Hampshire <a title=\"Year of elections: a deepfake threat on politics and business\" href=\"https:\/\/techinformed.com\/year-of-elections-a-deepfake-threat-on-politics-and-business\/\" target=\"_blank\" rel=\"nofollow noopener ugc\">received a deepfake robocall<\/a>\u00a0purporting to be from <strong>President Joe Biden. <\/strong>The New Hampshire attorney general&#8217;s office released a statement debunking the <strong>hoax<\/strong>. The Feds later traced the calls <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" title=\"Political consultant behind fake Biden robocalls says he was trying to highlight a need for AI rules\" href=\"https:\/\/apnews.com\/article\/ai-robocall-biden-new-hampshire-primary-2024-f94aa2d7f835ccc3cc254a90cd481a99\" target=\"_blank\" rel=\"nofollow noopener ugc\" data-gtm-enhancement-style=\"LinkEnhancementA\">to a political consultant<\/a>.<\/span><\/p>\n<p>Another incident took place in November 2023. A deepfake audio of <strong>London Mayor<\/strong> Sadiq Khan&#8217;s voice making remarks <a title=\"Sadiq Khan says fake AI audio of him nearly led to serious disorder\" href=\"https:\/\/www.bbc.com\/news\/uk-68146053\" target=\"_blank\" rel=\"nofollow noopener ugc\">critical of Armistice Day<\/a>, which marks the end of World War One, was <a title=\"Sadiq Khan says fake AI audio of him nearly led to serious disorder\" href=\"https:\/\/www.bbc.com\/news\/uk-68146053\" target=\"_blank\" rel=\"nofollow noopener ugc\">leaked<\/a>. Finally, a video emerged in April 2018 of former <strong>U.S. President Barack Obama<\/strong> <a title=\"5 Real Life Deepfake Examples\" href=\"https:\/\/powerhouseforensics.com\/deepfake-forensics\/deepfake-examples\/\" target=\"_blank\" rel=\"nofollow noopener ugc\">where<\/a>\u00a0the so-called &#8216;Obama&#8217; utters uncharacteristic profanities.<\/p>\n<h3>The deepfakes regulatory challenge<\/h3>\n<p><a href=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/jugde-e1728677225634.png?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-132592\" title=\"Efforts to regulate deepfakes are already facing hurdles\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/jugde-e1728677225634-150x131.png?resize=138%2C120&#038;ssl=1\" alt=\"Efforts to regulate deepfakes are already facing hurdles\" width=\"138\" height=\"120\" \/><\/a>Efforts to regulate deepfakes face hurdles. For instance, in October 2024, a federal judge <a href=\"https:\/\/electionlawblog.org\/wp-content\/uploads\/kohls.pdf\" target=\"_blank\" rel=\"nofollow noopener ugc\">blocked<\/a> <a title=\"Conservative humor site sues California over laws banning election-related deception\" href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article293254364.html\" target=\"_blank\" rel=\"nofollow noopener ugc\">AB 2839<\/a>, a California law allowing individuals to sue over election-related deepfakes on the grounds of First Amendment concerns.<\/p>\n<p>Another attempt at regulating deepfakes came in April 2024. The <a title=\"FCC\" href=\"https:\/\/www.fcc.gov\/\" target=\"_blank\" rel=\"nofollow noopener ugc\">Federal Communications Commission<\/a> <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-24-17A1.pdf\" target=\"_blank\" rel=\"noopener\" data-gtm-enhancement-style=\"LinkEnhancementA\">outlawed robocalls<\/a><\/span> that contained voices\u00a0<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/technology-science-fires-artificial-intelligence-misinformation-26cabd20dcacbd68c8f38610fec39f5b\" target=\"_blank\" rel=\"noopener\" data-gtm-enhancement-style=\"LinkEnhancementA\">generated by artificial intelligence<\/a>. This<\/span> decision conveys that exploiting technology to scam people and mislead voters will not be tolerated.<\/p>\n<p>This legal challenge highlights the difficulty of crafting effective regulations that address the threats posed by deepfake technology without infringing on free speech.<\/p>\n<p>However, due to the increased sophistication of Generative AI, tech platforms and regulators must balance innovation and security.<\/p>\n<h3>How to stop deepfakes<\/h3>\n<p><a href=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stop-e1683300710530.jpg?ssl=1\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-128242\" title=\"Stop deepfakes\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stop-e1683300710530-112x150.jpg?resize=93%2C125&#038;ssl=1\" alt=\"Stop deepfakes\" width=\"93\" height=\"125\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stop-e1683300710530.jpg?resize=112%2C150&amp;ssl=1 112w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stop-e1683300710530.jpg?resize=56%2C75&amp;ssl=1 56w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/stop-e1683300710530.jpg?w=468&amp;ssl=1 468w\" sizes=\"auto, (max-width: 93px) 100vw, 93px\" \/><\/a>Lu proposes several steps to combat deepfakes. First, he calls for watermarked AI-generated content. This would <a title=\"Year of elections: a deepfake threat on politics and business\" href=\"https:\/\/techinformed.com\/year-of-elections-a-deepfake-threat-on-politics-and-business\/\" target=\"_blank\" rel=\"nofollow noopener ugc\">involve<\/a> integrating built-in encrypted timestamps on all recording devices to create a <strong>watermark<\/strong> at the moment of capture. The encrypted watermarks can be based on the highly secure <strong>Public Key Infrastructure<\/strong> (PKI) to distinguish authentic content from deepfakes.\u00a0Next, the CEO suggests that social media platforms add <strong>clear labels<\/strong> on deepfake videos. He also laments that a comprehensive solution remains elusive.<\/p>\n<p>To <strong>spot deepfakes<\/strong>, Lu says: &#8220;<em>My top three tips are looking for a blurry mouth area or inconsistent movement of the teeth, watching out for unnatural blinking or lack of blinking, and listening for monotone voices and unnatural breathing patterns.<\/em>&#8221;<\/p>\n<h3><em>rb-<\/em><\/h3>\n<p><em>The biggest problem with deepfakes is the software. The perverse thing is that candidates can now deceive voters by claiming that actual events are AI-manufactured deep fakes and discredit facts.<\/em><\/p>\n<p data-sourcepos=\"3:1-3:322\"><em>The Kapwing report paints a concerning picture of deepfakes targeting politicians, particularly Donald Trump. These manipulated videos and audio significantly risk Democracy by spreading misinformation and swaying voters. While legal regulations to curb deepfakes face free speech challenges, there&#8217;s still hope.<\/em><\/p>\n<p data-sourcepos=\"7:1-7:365\"><em>The fight against deepfakes requires a multi-pronged approach. It&#8217;s a race against continuously evolving AI, but by combining technological solutions, responsible social media practices, and public awareness, we can safeguard Democracy from the manipulative power of deepfakes.
