So to celebrate UPS is going to <a href=\"http:\/\/web.archive.org\/web\/20111207005241\/http:\/\/blogs.ajc.com\/business-beat\/2010\/02\/03\/power-breakfast-ups-chief-says-recession-over-new-georgia-bank-chick-fil-a-sba-aig-toyota\/?cxntfid=blogs_business_beat\" target=\"_blank\" rel=\"noopener noreferrer\">cut 1,800 positions<\/a>.<\/p>\n<p>Andrew Bartels, a <a href=\"https:\/\/www.forrester.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Forrester<\/a> vice president, and principal analyst declared the <a href=\"https:\/\/web.archive.org\/web\/20121121141818\/http:\/\/www.information-management.com:80\/news\/tech-recession-over-10016885-1.html\" target=\"_blank\" rel=\"noopener noreferrer\">tech recession over<\/a> on 01-12-10. Despite these prognostications by pundits and politicians, global tech layoffs have soared to over 613,00 since the bottom fell out of the world economy in October 2008. Layoffs in January 2010 reached nearly 37,000, a monthly magnitude total not seen since May 2009.
