He believes that these governments will use the <a class=\"zem_slink\" title=\"United Nations\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_Nations\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\"><strong>United Nations<\/strong><\/a> agreement to <strong>limit and watch, if not censor, Internet traffic<\/strong> transiting across its borders.<\/p>\n<p><a href=\"http:\/\/www.chinadaily.com.cn\/china\/2010-05\/24\/content_9882404.htm\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-107692\" title=\"censor, Internet traffic transiting across its borders\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/NETWORK_SECURITY_OLD_SCHOOL-1.jpg?resize=74%2C100&#038;ssl=1\" alt=\"censor, Internet traffic transiting across its borders\" width=\"74\" height=\"100\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/NETWORK_SECURITY_OLD_SCHOOL-1.jpg?resize=111%2C150&amp;ssl=1 111w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/NETWORK_SECURITY_OLD_SCHOOL-1.jpg?resize=55%2C75&amp;ssl=1 55w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/NETWORK_SECURITY_OLD_SCHOOL-1.jpg?w=442&amp;ssl=1 442w\" sizes=\"auto, (max-width: 74px) 100vw, 74px\" \/><\/a>The <a title=\"Canadian Internet Registration Authority\" href=\"http:\/\/en.wikipedia.org\/wiki\/Canadian_Internet_Registration_Authority\" target=\"_blank\" rel=\"noopener noreferrer\">CIRA<\/a> CEO states that governments that did not support the new ITR&#8217;s and the resulting treaty will <strong>continue to have access to the free and open Internet and all of its benefits<\/strong>. The governments that rejected the <strong>WCIT power grab<\/strong> are primarily in the <a class=\"zem_slink\" title=\"Developed country\" href=\"http:\/\/en.wikipedia.org\/wiki\/Developed_country\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">developed world<\/a>.\u00a0 The rest of the world, primarily those that live in the <a class=\"zem_slink\" title=\"Developing country\" href=\"http:\/\/en.wikipedia.org\/wiki\/Developing_country\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">developing world<\/a>, will have access to some lesser version of the Internet.<\/p>\n<p>There is a clear correlation between a state&#8217;s ranking in the <a class=\"zem_slink\" title=\"Democracy Index\" href=\"http:\/\/en.wikipedia.org\/wiki\/Democracy_Index\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">Democracy Index<\/a> and how their place on the International Telecommunication Regulations (ITR) at the <a class=\"zem_slink\" title=\"International Telecommunication Union\" href=\"http:\/\/www.itu.int\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">International Telecommunication Union<\/a>&#8216;s (ITU) <a title=\"World Conference on Information Technology\" href=\"http:\/\/www.itu.int\/en\/wcit-12\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">World Conference on Information Technology<\/a> (WCIT-12) according to the article. This could very well mean that a content producer will be subject to the ITRs if it is available in those countries. Mr. Holland explains that Internet traffic doesn\u2019t travel point-to-point. The traffic is broken into many packets of information which individually take the most efficient route possible. It is primarily countries in the developing world that supported the new ITRs. This means that it will be the developing world that will not have access to the same information, free and open democracies, like Canada, do.<\/p>\n<p>The article concludes that the result of Dubai is that the free and open Internet \u2013 the Internet that has allowed free speech, democracy, and economic development to flourish \u2013 will only be available to the citizens of the developed world.
