Federal Communications Commission (<a title=\"FCC\" href=\"https:\/\/www.fcc.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">FCC)<\/a> Commissioner <a title=\"Robert M. McDowell\" href=\"https:\/\/web.archive.org\/web\/20140628071936\/http:\/\/transition.fcc.gov:80\/commissioners\/mcdowell\/\" target=\"_blank\" rel=\"noopener noreferrer\">Robert M. McDowell<\/a> <a title=\"Commissioner McDowell&#039;s Statement RE: Today&#039;s Action at WCIT-12\" href=\"https:\/\/www.fcc.gov\/document\/commissioner-mcdowells-statement-re-todays-action-wcit-12\" target=\"_blank\" rel=\"noopener noreferrer\">warned<\/a>, \u2018the worst is yet to come.\u2019<\/p>\n<p><a href=\"http:\/\/www.zdnet.com\/un-plans-internet-governance-amid-outcry-to-defund-itu-7000009882\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-106593 size-thumbnail\" title=\"ITU logo\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_logo-1.jpeg?resize=66%2C75&#038;ssl=1\" alt=\"ITU logo\" width=\"66\" height=\"75\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_logo-1.jpeg?resize=66%2C75&amp;ssl=1 66w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_logo-1.jpeg?resize=132%2C150&amp;ssl=1 132w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_logo-1.jpeg?w=300&amp;ssl=1 300w\" sizes=\"auto, (max-width: 66px) 100vw, 66px\" \/><\/a>\u201c<em>The United States<\/em>,\u201d he said, \u201c<em>should immediately prepare for an even more <strong>treacherous ITU treaty negotiation<\/strong> that will take place in <a title=\"ITU Plenipotentiary Conference\" href=\"http:\/\/www.itu.int\/en\/plenipotentiary\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">2014 in Korea<\/a>. Those talks could expand the ITU\u2019s reach even further.<\/em>\u201d McDowell seems convinced that the\u00a0<strong>ITU&#8217;s desire to control the internet<\/strong> is not a passing fancy, but a long-term intent. He may be right, and it may come before 2014.<\/p>\n<p>Last week the ITU Secretary-General <a title=\"Hamadoun Tour\u00e9\" href=\"http:\/\/en.wikipedia.org\/wiki\/Hamadoun_Tour%C3%A9\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">Hamadoun Tour\u00e9<\/a> released his draft report for the Fifth World Telecommunication\/Information and Communication Technology Policy Forum 2013. \u201c<em>This draft report of the Secretary-General to the <a title=\"WTPF-2013\" href=\"http:\/\/www.itu.int\/en\/wtpf-13\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">WTPF-2013<\/a>,<\/em>\u201d it states, \u201c<em>aims to provide a basis for discussion at the Policy Forum, incorporating the contributions of ITU Member States and Sector Members, and serving as the sole working document of the Forum focusing on key issues on which it would be desirable to reach conclusions.<\/em>\u201d<\/p>\n<p><a href=\"http:\/\/www.zdnet.com\/fcc-to-congress-u-n-s-itu-internet-plans-must-be-stopped-7000010835\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-106598\" title=\"ITU\u2019s takeover attempt\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_2014.gif?resize=98%2C91&#038;ssl=1\" alt=\"ITU\u2019s takeover attempt\" width=\"98\" height=\"91\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_2014.gif?resize=75%2C70&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/itu_2014.gif?resize=150%2C140&amp;ssl=1 150w\" sizes=\"auto, (max-width: 98px) 100vw, 98px\" \/><\/a>Suggested themes for discussion include, \u201cGlobal Principles for the governance and use of the Internet,\u201d and \u201cOn the basis of reciprocity, to explore ways for greater collaboration and co\u00f6rdination between ITU and relevant organizations \u2013 including, but not limited to, the <a title=\"ICANN\" href=\"http:\/\/www.icann.org\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Internet Corporation for Assigned Names and Numbers<\/a> (ICANN), the <a title=\"Regional Internet registry\" href=\"http:\/\/en.wikipedia.org\/wiki\/Regional_Internet_registry\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">Regional Internet Registries<\/a> (RIRs), the <a title=\"Internet Engineering Task Force\" href=\"http:\/\/ietf.org\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Internet Engineering Task Force<\/a> (IETF), the <a title=\"Internet Society\" href=\"https:\/\/www.isoc.org\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Internet Society<\/a> (ISOC) and the <a title=\"World Wide Web Consortium\" href=\"http:\/\/www.w3.org\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">World Wide Web Consortium<\/a> (W3C) \u2013 involved in the development of IP-based networks and the future internet, through cooperation agreements, as appropriate, to increase the role of ITU in Internet governance to ensure the largest benefits to the global community.\u201d<\/p>\n<p>This is exactly what caused disarray in December\u2019s WCIT in Dubai the commissioner states.<\/p>\n<p>Meanwhile, a \u2018<strong><a title=\"de-fund\u2019 the ITU petition\" href=\"https:\/\/petitions.whitehouse.gov\/petition\/de-fund-itu\/mSJ49QcV\" target=\"_blank\" rel=\"noopener noreferrer\">de-fund the ITU petition<\/a><\/strong> has appeared on the <a title=\"White House\" href=\"http:\/\/maps.google.com\/maps?ll=38.8976694444,-77.03655&amp;spn=0.01,0.01&amp;q=38.8976694444,-77.03655 (White%20House)&amp;t=h\" target=\"_blank\" rel=\"geolocation noopener noreferrer\">White House<\/a> \u2018<a title=\"We the People website\" href=\"https:\/\/petitions.whitehouse.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">We the People<\/a>\u2019 website. A supporting website gives full details. \u201cFighting on behalf of the Internet,\u201d it states, The United States government and fifty-four other countries rejected the <strong>ITU\u2019s takeover attempt<\/strong>, but this is a single battle in a war that the ITU will continue to fight. The ITU is spending more than $180M\/year to oppose the Internet and is drawing from its reserves more heavily each year ($9M in 2010, up from $5.5M in 2009), as progressive countries withdraw their payments from the ITU\u2019s war-chest.<\/p>\n<p>The <strong>ten most oppressive countries<\/strong> in the Open Net Initiative&#8217;s ranking of online freedom all <strong>sided against the internet<\/strong>, and none of them are giving the ITU as much as the U.S. is.
