The<a title=\"Washington Post\" href=\"https:\/\/www.washingtonpost.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"> <em>Washington Pos<\/em>t<\/a> <a title=\"States Collect More Data About Students Than Needed\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2009\/10\/27\/AR2009102703562.html\" target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a> that dossiers go far beyond test scores, including <a title=\"Social Security number\" href=\"http:\/\/en.wikipedia.org\/wiki\/Social_Security_number\" target=\"_blank\" rel=\"noopener wikipedia noreferrer\">Social Security numbers<\/a>, poverty data, health information, and disciplinary incidents.<\/p>\n<p><a href=\"https:\/\/web.archive.org\/web\/20211209032023\/https:\/\/virginiapublicradio.org\/2012\/01\/18\/proposal-to-cut-mandates\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-103198\" title=\"Privacy\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/red_tape-e1567719357677-150x136.jpg?resize=110%2C100&#038;ssl=1\" alt=\"Privacy\" width=\"110\" height=\"100\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/red_tape-e1567719357677.jpg?resize=150%2C136&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/red_tape-e1567719357677.jpg?resize=75%2C68&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/red_tape-e1567719357677.jpg?w=264&amp;ssl=1 264w\" sizes=\"auto, (max-width: 110px) 100vw, 110px\" \/><\/a>The <a title=\"Children's Educational Records and Privacy\" href=\"https:\/\/web.archive.org\/web\/20150322064235\/http:\/\/law.fordham.edu:80\/center-on-law-and-information-policy\/14769.htm\" target=\"_blank\" rel=\"nofollow noopener\">study<\/a> from the <a href=\"https:\/\/web.archive.org\/web\/20150623201616\/http:\/\/law.fordham.edu\/center-on-law-and-information-policy\/clip.htm\">Fordham University Center on Law and Information Policy<\/a>\u00a0casts light on data systems created at the urging of the federal government to track student progress. One finding: States often fail to spell out protocols for purging records after students graduate.<\/p>\n<p>&#8220;<em>Ten, 15 years later, these kids are adults, and information from their elementary, middle, and high school years will easily be exposed by hackers and others who put it to misuse,<\/em>&#8221; said <a title=\"Fordham University School of Law\" href=\"http:\/\/law.fordham.edu\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Fordham law<\/a> professor Joel R. Reidenberg, who oversaw the study. States, he told the <em><a title=\"The Washington Post\" href=\"http:\/\/www.washingtonpost.com\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Washington Post<\/a><\/em>, &#8220;<em>are trampling the privacy interests of those students.<\/em>&#8221;<\/p>\n<p><a href=\"http:\/\/web.archive.org\/web\/20130514132507\/http:\/\/www2.ed.gov\/offices\/OIIA\/OIA\/edreview\/2002\/04-12.html\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-103201 size-thumbnail\" title=\"No Child Left Behind\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/nclb-e1567719842373-75x75.gif?resize=75%2C75&#038;ssl=1\" alt=\"No Child Left Behind\" width=\"75\" height=\"75\" \/><\/a>The movement toward statewide databases with unique student identifiers, rooted in the standards-and-testing movement of the 1990s, has grown significantly in this decade under the federal <a title=\"No Child Left Behind Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/No_Child_Left_Behind_Act\" target=\"_blank\" rel=\"noopener wikipedia noreferrer\">No Child Left Behind<\/a> law and is getting a fresh push this school year from the Obama administration. The article says federal officials want to link student test scores to teacher files to help evaluate instruction. They also envision systems that track students from pre-kindergarten through college, to help raise college completion rates.<\/p>\n<p>Nearly all states, have built or are planning virtual education &#8220;<a title=\"Data warehouse\" href=\"http:\/\/en.wikipedia.org\/wiki\/Data_warehouse\" target=\"_blank\" rel=\"noopener wikipedia noreferrer\">data warehouses<\/a>,&#8221; aided by federal funding. Advocates say the warehouses have strong privacy protections, but they acknowledge potential shortcomings according to the author.<\/p>\n<p><a href=\"http:\/\/pics7.this-pic.com\/image\/coal%20mining%20pics#\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-103203\" title=\"Data mining\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/coal_miner.jpg?resize=133%2C100&#038;ssl=1\" alt=\"Data mining\" width=\"133\" height=\"100\" \/><\/a>&#8220;<em>Is there data collected that&#8217;s not necessary anymore?<\/em>&#8221; asked Aimee Guidera, executive director of the <a href=\"http:\/\/www.dataqualitycampaign.org\/\">Data Quality Campaign<\/a>, based in the District, which is funded by the <a title=\"Bill &amp; Melinda Gates Foundation\" href=\"http:\/\/www.gatesfoundation.org\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Bill and Melinda Gates Foundation<\/a>, among others. &#8220;Probably.&#8221; She cited Kansas and Tennessee schools as leaders in establishing rules for data control.<\/p>\n<p>But a larger concern, Guidera said, is that states often lack &#8220;<em>a strategic, thoughtful way of connecting information and using it to answer questions.<\/em>&#8221;<\/p>\n<p>The Fordham study canvassed public information on state data systems and compliance with federal privacy law writes the <em>Washington Post<\/em>. Among the findings, at least 23 states note reasons for withdrawal from schools such as jail, illness, or mental health issues. At least 22 count student absences. At least 29 track whether students are homeless.<\/p>\n<p><a href=\"https:\/\/web.archive.org\/web\/20140330055624\/http:\/\/www.boomer-livingplus.com\/article\/identity_theft_and_scams\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-103205\" title=\"Data theft\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/IdentityTheft.jpg?resize=126%2C100&#038;ssl=1\" alt=\"Data theft\" width=\"126\" height=\"100\" \/><\/a>The study also found that at least 16 states use or allow the use of Social Security numbers to identify school students and at least 10 note whether a student is a single parent. Another finding: Florida, Kentucky, New Jersey, and North Carolina track the date of a student&#8217;s last medical exam.<\/p>\n<p>The <em>Washington Post<\/em> says Fordham recommended that states tighten protocols to keep data anonymous, with special provisions for those in local schools who need to know more; that they articulate reasons for collecting data and jettison what is unjustified; and that they appoint officers to oversee compliance with state and federal privacy laws.<\/p>\n<p>Charles Pyle, a Virginia Department of Education spokesman, said data are protected through policies and programming that prevent unauthorized access. The data help the states comply with NCLB, he said, and help pinpoint student needs. &#8220;You need a statewide system to keep track of the kids,&#8221; Grover Whitehurst of the <a title=\"Brookings Institution\" href=\"http:\/\/www.brookings.edu\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Brookings Institution<\/a>, told the paper. He oversaw education research for <a title=\"George W. Bush\" href=\"http:\/\/www.rottentomatoes.com\/celebrity\/george_w_bush\" target=\"_blank\" rel=\"noopener rottentomatoes noreferrer\">President George W. Bush&#8217;s<\/a> administration and claims, &#8220;Otherwise, they fall off the screen.&#8221;<\/p>\n<p><strong><em>rb-<\/em><\/strong><\/p>\n<p><em>The lackadaisical attitude toward data security and privacy I see in K-12 amazes me.
