Only half of K-12 schools use data encryption, according to a survey of IT employees at K-12 schools nationwide. 72% cited budget constraints as the primary barrier to improving their <a title=\"Computer security\" href=\"http:\/\/en.wikipedia.org\/wiki\/Computer_security\" target=\"_blank\" rel=\"noopener wikipedia noreferrer\">IT security<\/a>, <a title=\"Panda K12 Education IT Security Study\" href=\"http:\/\/press.pandasecurity.com\/wp-content\/uploads\/2011\/03\/Panda-K12-Education-IT-Security-Study_03.23.11.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">according to the survey by Panda Security<\/a> (PDF). Collecting PII in central databases with lackluster security is asking or trouble, &#8220;This is making a much bigger honey pot for people with malevolent purposes to gain access to children&#8217;s information,&#8221; Joel Reidenberg, a professor at Fordham University School of Law. He told <a title=\"The ID Channel\" href=\"https:\/\/web.archive.org\/web\/20160330191042\/http:\/\/www.theidchannel.com:80\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>The ID Channel<\/em><\/a>, &#8220;It&#8217;s a meltdown waiting to happen.&#8221;<\/p>\n<p>School districts in 26 states now ask for students&#8217; Social Security numbers. The <a title=\"Michigan\" href=\"http:\/\/goo.gl\/maps\/efA6I\" target=\"_blank\" rel=\"noopener noreferrer\">Michigan<\/a> <a title=\"Michigan Department of Education\" href=\"https:\/\/www.michigan.gov\/mde\/\" target=\"_blank\" rel=\"noopener noreferrer\">Department of Education<\/a> <a title=\"Michigan Department of Education\" href=\"https:\/\/web.archive.org\/web\/20170226163011\/http:\/\/www.michigan.gov\/documents\/enrollment_122559_7.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">states<\/a> (PDF), &#8220;A school district cannot mandate that parents disclose the social security number of their children.&#8221; <em>Huff Post<\/em> states that <a title=\"Texas\" href=\"http:\/\/goo.gl\/maps\/jd8VQ\" target=\"_blank\" rel=\"noopener noreferrer\">Texas<\/a> is one of those states where <strong>education officials use PII<\/strong> to connect K-12 records to higher education and workforce data, according to Debbie Ratcliffe, a spokeswoman for the <a href=\"http:\/\/www.tea.state.tx.us\/\" target=\"_blank\" rel=\"noopener noreferrer\">Texas Education Agency<\/a>.<\/p>\n<p>Last year, the <strong>Texas<\/strong> agency asked eight school districts <strong>to send PII, including Social Security numbers, through the mail on unencrypted CDs<\/strong> for research purposes. The article reports that <a title=\" Laredo Independent School District\" href=\"https:\/\/www.laredoisd.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Laredo Independent School District<\/a> learned the CD it sent <strong>got lost in the mail<\/strong>, exposing nearly 25,000 current and former high school students to identity theft, <a href=\"http:\/\/www.texastribune.org\/texas-education\/public-education\/ssns-of-laredo-isd-students-missing-in-data-breach\/\" target=\"_hplink\" rel=\"noopener noreferrer\">according to the <em>Texas Tribune<\/em><\/a>. Ratcliffe told <em>The Huffington Post<\/em> that the request came from an agency employee who operated &#8220;way outside&#8221; normal protocol.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-96831 \" title=\"Social Security numbers are useful enhanced analytical opportunities\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/woman-surprised3.jpg?resize=78%2C115&#038;ssl=1\" alt=\"Social Security numbers are useful enhanced analytical opportunities\" width=\"78\" height=\"115\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/woman-surprised3.jpg?w=102&amp;ssl=1 102w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/woman-surprised3.jpg?resize=51%2C75&amp;ssl=1 51w\" sizes=\"auto, (max-width: 78px) 100vw, 78px\" \/>It was not the only school data breach in Texas.<\/p>\n<ul>\n<li>Beaumont school officials told parents that Social Security numbers belonging to an estimated 15,000 students were accidentally exposed online for nearly a year.<\/li>\n<li>The San Antonio Independent School District told parents that names and Social Security numbers of up to 360 students were <a href=\"https:\/\/www.mysanantonio.com\/news\/education\/article\/SAISD-tightens-internet-security-2234638.php\" target=\"_hplink\" rel=\"noopener noreferrer\">mistakenly made visible through a Google search<\/a>.<\/li>\n<\/ul>\n<p>Still, the Texas Education Agency has no plans to stop asking school districts for students&#8217; Social Security numbers, Ratcliffe told the author. &#8220;We have so many databases that use them that it would require quite a bit of change to make that happen,&#8221; she said.<\/p>\n<p><a href=\"https:\/\/licensedmentalhealthcounselor.org\/2012\/05\/04\/is-your-childs-oppositional-behavior-normal\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-96848 \" title=\"Texas has no plans to stop asking for students' Social Security numbers\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/fingers-in-ears2-150x101.jpg?resize=111%2C75&#038;ssl=1\" alt=\"Texas has no plans to stop asking for students' Social Security numbers\" width=\"111\" height=\"75\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/fingers-in-ears2.jpg?resize=150%2C101&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/fingers-in-ears2.jpg?resize=75%2C50&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/fingers-in-ears2.jpg?w=600&amp;ssl=1 600w\" sizes=\"auto, (max-width: 111px) 100vw, 111px\" \/><\/a>Yet concerns over child identity theft have prompted at least five states &#8212; Nebraska, North Dakota, Washington, Maine and Wyoming. to create policies that restrict the collection and use of Social Security numbers in K-12 schools.<\/p>\n<p>Jerry Coleman, director of school finance at the North Dakota Department of Public Instruction Coleman said in an interview, &#8220;To protect those Social Security numbers would be a hassle we don&#8217;t need,&#8221;<\/p>\n<p>Parents can <strong>refuse to disclose their child&#8217;s Social Security number<\/strong>, and the student would be assigned a different identifying number. Ratcliffe, of the Texas Education Agency, said most parents disclose their child&#8217;s number anyway.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-96833 \" title=\"Parents can refuse to disclose their child's Social Security number\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/finger-wagging.jpg?resize=80%2C80&#038;ssl=1\" alt=\"Parents can refuse to disclose their child's Social Security number\" width=\"80\" height=\"80\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/finger-wagging.jpg?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/finger-wagging.jpg?resize=75%2C75&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/finger-wagging.jpg?w=300&amp;ssl=1 300w\" sizes=\"auto, (max-width: 80px) 100vw, 80px\" \/>But privacy experts say, in most cases, parents should keep that information to themselves. &#8220;When someone asks for your child&#8217;s Social Security number, say no,&#8221; said Aaron Titus, chief privacy officer for <a href=\"http:\/\/www.identityfinder.com\/\" target=\"_hplink\" rel=\"noopener noreferrer\">Identity Finder<\/a>, which helps organizations protect sensitive data. &#8220;I have found about 90 percent of the time when I push back a little bit, I get my way.&#8221;<\/p>\n<p><strong>Data breaches<\/strong> leave people <a href=\"https:\/\/web.archive.org\/web\/20140418032112\/https:\/\/www.javelinstrategy.com\/brochure\/192\" target=\"_hplink\" rel=\"noopener noreferrer\">six times more likely<\/a> to become victims of identity theft, according to a survey by Javelin Research. Schools warn parents to monitor their children&#8217;s credit after a data breach. The <em>Huff Post<\/em> says credit reports only turn up 1 percent of fraud on children&#8217;s credit histories because thieves pair children&#8217;s Social Security numbers with new names and birth dates, a study by <a title=\"Debix\" href=\"https:\/\/web.archive.org\/web\/20110526095317\/http:\/\/www2.debix.com\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Debix<\/a> found.<\/p>\n<p><a href=\"http:\/\/www.v3.co.uk\/v3-uk\/news\/2167369\/600-patients-lost-nhs-breach-blunder\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-96837 \" title=\"Data breach\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/data-leak-breach-e1562353102286-150x116.jpg?resize=115%2C89&#038;ssl=1\" alt=\"\" width=\"115\" height=\"89\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/data-leak-breach-e1562353102286.jpg?resize=150%2C116&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/data-leak-breach-e1562353102286.jpg?resize=75%2C58&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/data-leak-breach-e1562353102286.jpg?w=297&amp;ssl=1 297w\" sizes=\"auto, (max-width: 115px) 100vw, 115px\" \/><\/a>More than <strong>18,000 child identity theft complaints<\/strong> were reported to the <a title=\"Federal Trade Commission\" href=\"http:\/\/www.ftc.gov\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Federal Trade Commission<\/a>. But experts tell <em>Huff Post<\/em> that figures on child identity theft are likely much higher because the crime often goes undetected for years. <a title=\"ID Analytics\" href=\"http:\/\/www.idanalytics.com\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">ID Analytics<\/a> <a href=\"http:\/\/www.idanalytics.com\/news-and-events\/news-releases\/2011\/7-12-2011.php\" target=\"_hplink\" rel=\"noopener noreferrer\">estimates more than 140,000 children<\/a> are victims of identity theft each year, based on a one-year study of those enrolled in the firm&#8217;s identity protection service. When child identity theft victims turn 18, they find their credit has been destroyed, preventing them from taking out loans or renting apartments.<\/p>\n<div>\n<p><strong><em>rb-<\/em><\/strong><\/p>\n<p><em><a title=\"Consumers Unions\" href=\"https:\/\/web.archive.org\/web\/20181113222803\/https:\/\/consumersunion.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Consumers Unions<\/a> <a title=\"Social Security Number Protection Legislation for States\" href=\"http:\/\/web.archive.org\/web\/20121002053804\/http:\/\/www.consumersunion.org:80\/pub\/core_financial_services\/004801.html\" target=\"_blank\" rel=\"noopener noreferrer\">points out<\/a> that Michigan law restricts how Social Security numbers can be used.
