The <strong>Las Angles Unified School District<\/strong> (<a title=\"Los Angeles Unified School District\" href=\"https:\/\/home.lausd.net\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">LAUSD<\/a>) plans to deploy 650,000\u00a0<a title=\"Apple Computers\" href=\"http:\/\/www.apple.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Apple<\/a> (<a title=\"NASDAQ : AAPL\" href=\"https:\/\/www.tradingview.com\/symbols\/NASDAQ-AAPL\/\" target=\"_blank\" rel=\"noopener noreferrer\">AAPL<\/a>) <a title=\"IPad\" href=\"http:\/\/www.apple.com\/ipad\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">iPads<\/a>, one for each student in <a title=\"Los Angeles\" href=\"http:\/\/www.lacity.org\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">LA<\/a> county. The project slated to be completed by December 2014, has had problems that may prevent if from reaching that goal.<\/p>\n<p><a href=\"https:\/\/web.archive.org\/web\/20151022181303\/http:\/\/jasmynecannick.typepad.com\/jasmynecannickcom\/ilovela.html\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-106202 size-thumbnail\" title=\"Las Angles Unified School District\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ilovela.gif?resize=73%2C75&#038;ssl=1\" alt=\"Las Angles Unified School District\" width=\"73\" height=\"75\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ilovela.gif?resize=73%2C75&amp;ssl=1 73w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ilovela.gif?resize=146%2C150&amp;ssl=1 146w\" sizes=\"auto, (max-width: 73px) 100vw, 73px\" \/><\/a>The project includes 500 million dollars for iPads and 500 million dollars for Wi-Fi and related infrastructure. The initiative is funded mostly by voter-approved school <strong>construction bonds<\/strong>, which\u00a0taxpayers typically pay off over 25 years which the <a title=\"LA TImes\" href=\"http:\/\/www.latimes.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>LA Times<\/em><\/a> <a title=\"LAUSD launches its drive to equip every student with iPads \" href=\"http:\/\/www.latimes.com\/local\/la-me-lausd-ipads-20130828,0,906926.story\" target=\"_blank\" rel=\"noopener noreferrer\">says<\/a> &#8220;has sparked some concerns and legal and logistical hurdles.&#8221;\u00a0 (<em><strong>rb-<\/strong> I first noted the project <a title=\"Tablet Info\" href=\"http:\/\/wp.me\/p2wgaW-5Cs\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>)<br \/>\n<\/em><\/p>\n<p>The project has run into a series of issues. The first issue focused on the <strong>25 year payback<\/strong> period on a $500.00 device. A second issue emerged in September 2013 when the district recognized that it may need to <strong>buy <a title=\"Bluetooth\" href=\"http:\/\/www.bluetooth.org\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Bluetooth<\/a> keyboards<\/strong> for the iPads. The <em>LA Times<\/em> <a title=\"In school iPad project, L.A. might need to tap funding for keyboards \" href=\"http:\/\/www.latimes.com\/local\/la-me-lausd-keyboards-20130903,0,6184460.story\" target=\"_blank\" rel=\"noopener noreferrer\">estimated<\/a>\u00a0a bill of $38 million for the oversight. The <em>LA Times<\/em> reports that the included software keyboard on the iPad might not satisfy the needs of older students writing term papers.<\/p>\n<p><a href=\"http:\/\/web.archive.org\/web\/20121102010243\/http:\/\/www.gepdmc.com:80\/2012\/10\/why-planners-love-ipads\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-106204\" title=\"650,000 Apple iPads,\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ipads_walking.jpg?resize=101%2C58&#038;ssl=1\" alt=\"650,000\u00a0Apple iPads,\" width=\"101\" height=\"58\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ipads_walking.jpg?resize=75%2C43&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ipads_walking.jpg?resize=150%2C86&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ipads_walking.jpg?w=498&amp;ssl=1 498w\" sizes=\"auto, (max-width: 101px) 100vw, 101px\" \/><\/a>Also, LAUSD has planned to use the iPads for testing based on new <strong><a title=\"What is Common Core and why is everyone\u2014right, left\u2014so mad about it?\" href=\"http:\/\/www.slate.com\/articles\/double_x\/doublex\/2013\/09\/common_core_either_you_re_against_this_new_push_for_academic_standards_and.html\" target=\"_blank\" rel=\"noopener noreferrer\">Common Core<\/a><\/strong> English and math learning standards. The article contends that the iPad&#8217;s touch screen could frustrate students and even obscure portions of a test item that would be visible in its entirety on a full screen. (<em><strong>rb-<\/strong> I talked to many school districts about the <strong><a title=\"Smarter Balanced Assessment Consortium\" href=\"https:\/\/web.archive.org\/web\/20230831172534\/https:\/\/smarterbalanced.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">SBAC<\/a><\/strong> keyboard testing issue, who is going to configure Bluetooth on and off? What about power? Does Bluetooth decrease the <strong>battery time<\/strong> on the iPad? Do you have enough <strong>electrical outlets<\/strong> to plug in 30 iPads? How is your <strong>Wi-Fi<\/strong>?<\/em>)<\/p>\n<p>In late September 2013, the LAUSD iPad project ran into a bigger problem as they deployed the iPads to high school students. <a title=\"LAUSD halts home use of iPads for students after devices hacked \" href=\"http:\/\/www.latimes.com\/local\/lanow\/la-me-ln-lausd-ipad-hack-20130925,0,6974454.story\" target=\"_blank\" rel=\"noopener noreferrer\">According<\/a> to the <em>LA Times,<\/em> it took exactly one week for nearly 300 students at <a title=\"Theodore Roosevelt High School\" href=\"https:\/\/www.facebook.com\/RooseveltHighSchool\" target=\"_blank\" rel=\"noopener noreferrer\">Theodore Roosevelt High School<\/a> to <strong>defeat the LAUSD installed device security<\/strong>. Following the news that students were using the hacked tablets for personal use, district officials halted home use of the Apple tablets until further notice.<\/p>\n<p><a href=\"http:\/\/corecommonstandards.com\/blog\/common-core-standards-california\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-106206 size-thumbnail\" title=\"Common Core English and math learning standards.\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/california-standards.png?resize=75%2C75&#038;ssl=1\" alt=\"Common Core English and math learning standards.\" width=\"75\" height=\"75\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/california-standards.png?resize=75%2C75&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/california-standards.png?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/california-standards.png?w=300&amp;ssl=1 300w\" sizes=\"auto, (max-width: 75px) 100vw, 75px\" \/><\/a>Students told the <em>LA Times<\/em> once they had the iPad home they <strong>could not do anything<\/strong> with the $678 device. Apparently, the students began to tinker with the security lock on the tablets and soon discovered all they had to do was <strong>delete their personal profile<\/strong> information. With the profile deleted, a student was free to surf, tweet like, and stream music.<\/p>\n<p>The new found freedom prompted L.A. Unified School District Police Chief Steven Zipperman to suggest that the district might want to <strong>delay the distribution of the devices<\/strong>. The chief said in a memo obtained by the <em>LA Times, <\/em>&#8220;<em>I want to prevent a &#8216;<strong>runaway train<\/strong>&#8216; scenario when we may have the ability to put a hold on the roll-out.<\/em>&#8221;<\/p>\n<p><a href=\"http:\/\/datacenteroverlords.com\/2012\/02\/10\/a-high-fibre-diet\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-106208\" title=\"I want to prevent a 'runaway train' scenario\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/barney_fife-e1569619355182-99x150.jpg?resize=78%2C118&#038;ssl=1\" alt=\"I want to prevent a 'runaway train' scenario\" width=\"78\" height=\"118\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/barney_fife-e1569619355182.jpg?resize=99%2C150&amp;ssl=1 99w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/barney_fife-e1569619355182.jpg?resize=49%2C75&amp;ssl=1 49w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/barney_fife-e1569619355182.jpg?w=302&amp;ssl=1 302w\" sizes=\"auto, (max-width: 78px) 100vw, 78px\" \/><\/a>According to a\u00a0March 2013 blog post from Roosevelt HS, LAUSD chose <a title=\"AirWatch\" href=\"https:\/\/web.archive.org\/web\/20220528005702\/https:\/\/www.vmware.com\/company\/acquisitions\/airwatch.html\" target=\"_blank\" rel=\"noopener noreferrer\">AirWatch<\/a> as the provider for the mobile device management system. And that when students first get their iPads they will have AirWatch already installed. The district posted an <a title=\"LAUSD Works to Ensure Students Stay Focused on Learning During Tablet Rollout\" href=\"http:\/\/home.lausd.net\/apps\/news\/show_news.jsp?REC_ID=329426&amp;id=0\" target=\"_blank\" rel=\"noopener noreferrer\">update<\/a> on their website that indicated they have turned to AirWatch and Apple for better solutions to their iPad problem.<\/p>\n<p><strong><em>rb-<\/em><\/strong><\/p>\n<p><em>This really is a story of <strong>mismanagement<\/strong> from the top down. A billion-dollar project for consumer devices financed over 25 years &#8211; Really? Are the students of LA&#8217;s class of 2038 going to have to use the iPad&#8217;s from 2013? Where is the refresh program? How are they getting the money to buy 650,000 iPad 9&#8217;s in 5 or 6 years?<\/em><\/p>\n<p><em>If the iPads are to be used at home? how is LAUSD addressing the digital divide in LA?<\/em><\/p>\n<p><em>Did the big-wigs consider the equity of using iPads for <strong>high-stakes nationwide common core testing<\/strong>? Not only will LA students be compared against each other and the rest of California but also students in 44 other states.\u00a0 It is my understanding that the current SBAC test is not optimized to display well on small screens. Will the tablet form factor handicap LA students or others across the US using tablets when competing against others using large screens and real keyboards in <a title=\"Touch-screen tablet user con fi gurations and case-supported tilt affect head and neck fl exion angles\" href=\"http:\/\/iospress.metapress.com\/content\/x668002xv6211041\/fulltext.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">ergonomically proper positions<\/a>? Will LAUSD show the test takers how to see the entire question, or how to easily switch between back and forth between screens to review a passage and then write a response.<\/em><\/p>\n<p><em>Call me cynical after working in K-12 and living in the Detroit area, but a public $1 Billion dollar government project seems like a <strong>magnet for mismanagement, fraud, waste, and pay-to-play scams<\/strong>. It already seems to be at least $20 million over budget to buy keyboards even at K-12 discounts. Hopefully, the <a title=\"IOS\" href=\"http:\/\/www.apple.com\/ios\/\" target=\"_blank\" rel=\"homepage noopener noreferrer\">iOS<\/a> and AirWatch updates are already included in the existing contracts.<\/em><\/p>\n<p><em>While the headline-grabbing hacking story may be resolved in <a title=\"iOS7\" href=\"https:\/\/www.apple.com\/ios\/business\/\" target=\"_blank\" rel=\"noopener noreferrer\">Apple&#8217;s iOS7<\/a>. AFAIK Apple does not let anybody into its BIOS or whatever chip it is on an iPad. That is why students can easily delete the AirWatch agent. Unified reports 71 iPads are missing \" href=\"http:\/\/web.archive.org\/web\/20131004134141\/http:\/\/www.latimes.com\/local\/la-me-ipads-theft-20130927,0,7727273.story\" target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a> that LAUSD is <strong>missing 71 iPads<\/strong>. They deployed 69 of the missing iPads last year at the Valley Academy of Arts and Science. <a title=\"PadGadget\" href=\"http:\/\/www.padgadget.com\" target=\"_blank\" rel=\"noopener noreferrer\">PadGadget<\/a> <a title=\"L.A. Unified School District Admits to More Security Issues with iPad Program\" href=\"https:\/\/web.archive.org\/web\/20140913085615\/http:\/\/www.padgadget.com\/2013\/09\/27\/l-a-unified-admits-to-more-security-issues-with-ipad-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a> <\/em><em>that after the fact, the District ramped up i<\/em><em>ts tracking efforts by <\/em><em>adding stronger safeguards. Global positioning can now be activated for every <\/em><em>tablet. Plus, an electronic inventory system registers who is now responsible for a particular device, and District officials can remotely shut down iPads reported stolen.\u00a0 Lt.
