The report found that one-quarter of that amount (<strong>549.7 billion<\/strong>) is hoarded abroad by <strong>ten tech companies<\/strong> alone, as the <a href=\"https:\/\/www.statista.com\/chart\/3877\/offshore-holdings-of-tech-companies\/\" target=\"_blank\" rel=\"noopener noreferrer\">chart<\/a> from <a href=\"https:\/\/www.statista.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Statista<\/a> illustrates.<\/p>\n<p><a href=\"https:\/\/web.archive.org\/web\/20210410123209\/https:\/\/geardiary.com\/2012\/09\/11\/will-greed-finally-be-apples-undoing\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-104617 size-thumbnail\" title=\"Greedy Apple\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/apple_money-e1568669706496-62x75.jpg?resize=62%2C75&#038;ssl=1\" alt=\"Greedy Apple\" width=\"62\" height=\"75\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/apple_money-e1568669706496.jpg?resize=62%2C75&amp;ssl=1 62w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/apple_money-e1568669706496.jpg?resize=123%2C150&amp;ssl=1 123w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/apple_money-e1568669706496.jpg?w=391&amp;ssl=1 391w\" sizes=\"auto, (max-width: 62px) 100vw, 62px\" \/><\/a>Among the tech titans hoarding cash,\u00a0<strong><a title=\"Apple Computers\" href=\"http:\/\/www.apple.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Apple<\/a><\/strong> (<a title=\"NASDAQ : AAPL\" href=\"https:\/\/www.tradingview.com\/symbols\/NASDAQ-AAPL\/\" target=\"_blank\" rel=\"noopener noreferrer\">AAPL<\/a>) has parked the largest amount of cash outside the United States. The article notes that the iPhone maker has stashed a whopping $181 billion overseas. That is almost twice as much as second-ranked\u00a0<strong><a title=\"Microsoft\" href=\"http:\/\/www.microsoft.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Microsoft<\/a><\/strong> (<a title=\"NASDAQ | MSFT\" href=\"https:\/\/www.google.com\/finance?cid=358464\" target=\"_blank\" rel=\"noopener noreferrer\">MSFT<\/a>) ($108.3b) and roughly three times the total of\u00a0<strong><a title=\"IBM\" href=\"http:\/\/www.ibm.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">IBM<\/a><\/strong> (<a title=\"NYSE : IBM\" href=\"https:\/\/www.tradingview.com\/symbols\/NYSE-IBM\/\" target=\"_blank\" rel=\"noopener noreferrer\">IBM<\/a>), which ranks third in the tech-list with foreign cash holdings of $61.4 billion.\u00a0<strong><a href=\"http:\/\/www.cisco.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cisco<\/a><\/strong> (<a href=\"https:\/\/www.tradingview.com\/symbols\/NASDAQ-CSCO\/\" target=\"_blank\" rel=\"noopener noreferrer\">CSCO<\/a>), ranked fourth, stands out with as many as 59 tax haven subsidiaries.<\/p>\n<p>The top twenty tech firms in the order of the amount of money hoarded overseas in 2014 to cheat the taxman in target=\"_blank\" rel=\"noopener noreferrer\">AMZN<\/a>) $2,500\u00a0millions<\/li>\n<\/ol>\n<p><em>Statista<\/em> notes that the study\u00a0found\u00a0the number of tax haven subsidiaries is not directly connected to the amount of taxes dodged by a company. Rather than paying their fair share, many multinational corporations like Apple, Cisco, Google, and Intel use <strong>accounting tricks<\/strong> to pretend for tax purposes that a substantial part of their profits are generated in <strong>offshore tax havens<\/strong>, countries with minimal or no taxes where a company\u2019s presence may be as little as a mailbox. Multinational corporations\u2019 use of tax havens allows them to <strong>avoid an estimated $90 billion in federal income taxes each year<\/strong>.<\/p>\n<p><strong><a href=\"https:\/\/www.youtube.com\/watch?v=G1UeaNo1rgA\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-104631\" title=\"Uncle Sam in redtape\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/uncle_sam_redtape.jpg?resize=79%2C100&#038;ssl=1\" alt=\"Uncle Sam in redtape\" width=\"79\" height=\"100\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/uncle_sam_redtape.jpg?resize=118%2C150&amp;ssl=1 118w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/uncle_sam_redtape.jpg?resize=59%2C75&amp;ssl=1 59w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/uncle_sam_redtape.jpg?w=300&amp;ssl=1 300w\" sizes=\"auto, (max-width: 79px) 100vw, 79px\" \/><\/a>Congress, by failing<\/strong> to take action to end to this tax avoidance, forces <strong>ordinary Americans<\/strong> to make up the difference. Every dollar in taxes that corporations avoid by using tax havens must be balanced by higher taxes on individuals, cuts to public investments and public services, or increased federal debt.<\/p>\n<p>The <em>CTJ<\/em> recommends the following steps to <strong>stop the abuse<\/strong> of offshore tax havens by the tech titans and restore fairness to the US tax system and\u00a0reduce pressure on America\u2019s budget deficit and improve the functioning of markets.<\/p>\n<p><strong>End incentives to shift profits and jobs offshore.\u00a0<\/strong>The most comprehensive solution to ending tax haven abuse would be to stop permitting U.S. multinational corporations to indefinitely defer paying U.S. taxes on profits they attribute to their foreign subsidiaries. Ending \u201cdeferral\u201d could raise nearly $900 billion over ten years, according to the report.<\/p>\n<p><strong>Reject the Creation of New Loopholes.\u00a0<\/strong>Reject a \u201cterritorial\u201d tax system. The <em>CTJ\u00a0<\/em>estimates that switching to a territorial tax system could add almost $300 billion to the deficit over ten years.<\/p>\n<p><strong>Close the most egregious offshore loopholes.\u00a0<\/strong>Policymakers can take some basic common-sense steps to curtail some of the most obvious and brazen ways that some companies abuse offshore tax-havens. Close the inversion loophole by treating an entity that results from a U.S.-foreign merger as an American corporation if the majority (as opposed to 80 percent) of voting stock is held by shareholders of the former American corporation. These companies should be treated as U.S. companies if they are managed and controlled in the U.S. and have significant business activities in the U.S.<\/p>\n<p><a href=\"http:\/\/www.uiausa.org\/#!Startup%E2%80%99s-Guide-to-Avoiding-Patent-Trolls\/c1s0q\/555437590cf23d0164948c7a\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-104633\" title=\"Patent troll\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/patent_troll-17.jpg?resize=100%2C100&#038;ssl=1\" alt=\"Patent troll\" width=\"100\" height=\"100\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/patent_troll-17.jpg?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/patent_troll-17.jpg?resize=75%2C75&amp;ssl=1 75w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/patent_troll-17.jpg?w=400&amp;ssl=1 400w\" sizes=\"auto, (max-width: 100px) 100vw, 100px\" \/><\/a>Stop companies from shifting intellectual property (e.g. patents, trademarks, licenses) to shell companies in tax haven countries and then paying inflated fees to use them.\u00a0This common practice allows companies to legally book profits that were earned in the U.S. to the tax haven subsidiary owning the patent. Limited reforms proposed by President Obama could save taxpayers<strong> $21.3 billion <\/strong>over ten years<strong>.<\/strong><\/p>\n<p>Stop companies from deducting interest expenses paid to their own offshore affiliates, which put off paying taxes on that income. This reform would save <strong>$51.4 billion<\/strong> over ten years, according to the <em>CTJ<\/em>.<\/p>\n<p><strong>Increase transparency.\u00a0<\/strong>Require full and honest reporting to expose tax haven abuses. Multinational corporations should report their profits on a country-by-country basis so they can\u2019t mislead each nation about the share of their income that was taxed in the other countries.<\/p>\n<p><strong>Michigan-based companies<\/strong> dodging the taxman in 2014 have hoarded almost <strong>$55 Billion\u00a0<\/strong>according to the <em>CTJ<\/em>. With just a 1% tax on the withheld income, we could probably get the roads fixed.
