(<em><strong>rb-<\/strong> I wrote about the almost 60 years old system <a href=\"https:\/\/wp.me\/p2wgaW-mmX\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.)<\/em> <em><a href=\"https:\/\/www.nextgov.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Nextgov<\/a><\/em> <a href=\"https:\/\/www.nextgov.com\/it-modernization\/2018\/04\/irs-60-year-old-it-system-failed-tax-day-due-new-hardware\/147598\/\" target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a> that 18-month-old hardware supporting the <a href=\"https:\/\/www.irs.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Internal Revenue Service&#8217;s<\/a> <strong>Individual Master File<\/strong> experienced a caching issue causing the system to fail.<\/p>\n<p><a href=\"https:\/\/www.irs.gov\/\" target=\"_blank\" rel=\"irs logo noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" title=\"IRS logo\" src=\"https:\/\/i1.wp.com\/crabbtaxservices.com\/w\/wp-content\/uploads\/2017\/10\/irs_logo_vert-400x400.jpg\" alt=\"IRS logo\" width=\"99\" height=\"99\" \/><\/a>The failure disrupted almost <strong>all other IRS systems<\/strong> and services because those systems ingest data from the Individual Master File. When those systems\u2014such as Direct Pay and the structured payments portal\u2014called to the Individual Master File <strong>mainframe and got no response<\/strong>, they too failed.<\/p>\n<p>Dave Powner, GAO\u2019s director of IT management issues, told <em>Nextgov<\/em>, \u201cThis was our biggest fear about one of these mission-critical systems crashing. Fortunately, it wasn\u2019t down for a long period of time, so in that way, we dodged a bullet.\u201d<\/p>\n<p>The crash delayed the submission of some <strong>14 million tax forms<\/strong>. It could be several years before the Individual Master File is fully modernized and rid of 1960&#8217;s-era technology. The article speculates that the <strong>update timeline could slip<\/strong> because the IRS says it needs to hire at least 50 more employees\u2014while backfilling any attrition\u2014plus an extra $85 million per year in annual non-labor funding over the next five years. Trump&#8217;s fiscal 2018 budget request called for a $239 million reduction in funding for the IRS, which has faced many cuts in recent years.<\/p>\n<p><a href=\"https:\/\/www.indoorcyclingassociation.com\/trt-tax-day-playlist\/\" target=\"_blank\" rel=\"sam uncle begging noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright\" title=\"Uncle Sam begging\" src=\"https:\/\/i0.wp.com\/www.indoorcyclingassociation.com\/wp-content\/uploads\/2016\/03\/unclesam-with-hand-out-money-151200_200x200.jpg?resize=111%2C111&#038;ssl=1\" alt=\"Uncle Sam begging\" width=\"111\" height=\"111\" \/><\/a>The author explains that the Individual Master File has data from <strong>1 billion taxpayer accounts<\/strong> dating back several decades and is the chief IRS application responsible for receiving 100 million Americans\u2019 individual taxpayer data and <strong>dispensing refunds<\/strong>. IRS first attempted to replace the system with a modernized Customer Account Data Engine, but that effort was <strong>canceled<\/strong> in 2009.
