However, there are some areas where I coordinate technical services that don&#8217;t get wired or wireless Internet. In these rural areas, where <a title=\"AT&amp;T\" href=\"http:\/\/att.com\/\" target=\"_blank\" rel=\"noopener wikipedia noreferrer\">AT&amp;T<\/a> (<a title=\"www.nyse.com\" href=\"https:\/\/www.nyse.com\/quote\/XNYS:T\" target=\"_blank\" rel=\"noopener noreferrer\">T<\/a>), <a title=\"Verizon\" href=\"http:\/\/www.verizon.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Verizon<\/a> (<a title=\"NASDAQ : VZ\" href=\"https:\/\/www.tradingview.com\/symbols\/NYSE-VZ\/\" target=\"_blank\" rel=\"noopener noreferrer\">VZ<\/a>), <a title=\"Sprint Nextel\" href=\"http:\/\/www.sprint.com\/business\/\" target=\"_blank\" rel=\"noopener noreferrer\">Sprint Nextel<\/a> (<a title=\"NYSE : S\" href=\"https:\/\/www.nyse.com\/quote\/XNYS:S\" target=\"_blank\" rel=\"noopener noreferrer\">S<\/a>), and <a title=\"Comcast\" href=\"https:\/\/www.xfinity.com\/overview\" target=\"_blank\" rel=\"noopener noreferrer\">Comcast<\/a> (<a title=\"NASDAQ : CMCSA\" href=\"https:\/\/www.tradingview.com\/symbols\/NASDAQ-CMCSA\/\" target=\"_blank\" rel=\"noopener noreferrer\">CMCSA)<\/a> and their fellow travelers fear to tread because they can&#8217;t make a buck in these areas, some help may be on the way from the IEEE.<\/em><\/p>\n<p><a href=\"https:\/\/www.ieee.org\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-108177 size-thumbnail\" title=\"IEEE logo\" src=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ieee_logo-6.jpg?resize=60%2C75&#038;ssl=1\" alt=\"IEEE logo\" width=\"60\" height=\"75\" srcset=\"https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ieee_logo-6.jpg?resize=60%2C75&amp;ssl=1 60w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ieee_logo-6.jpg?resize=121%2C150&amp;ssl=1 121w, https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/ieee_logo-6.jpg?w=500&amp;ssl=1 500w\" sizes=\"auto, (max-width: 60px) 100vw, 60px\" \/><\/a>In 2009, the <a title=\"IEEE\" href=\"http:\/\/www.ieee.org\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Institute of Electrical and Electronics Engineers<\/a> (IEEE) started the development of <a title=\"IEEE 802.22\" href=\"https:\/\/web.archive.org\/web\/20160319050032\/http:\/\/standards.ieee.org:80\/develop\/wg\/WG802.22.html\" target=\"_blank\" rel=\"noopener noreferrer\">IEEE standard 802.22<\/a>, which\u00a0addressed the need for\u00a0<a title=\"Wireless broadband\" href=\"https:\/\/secure.wikimedia.org\/wikipedia\/en\/wiki\/Wireless_broadband\" target=\"_blank\" rel=\"noopener noreferrer\">broadband wireless access<\/a> in rural areas, those where it is not economical to deploy a wired infrastructure. In July 2011, the IEEE <a title=\"IEEE\" href=\"https:\/\/web.archive.org\/web\/20170305212103\/http:\/\/standards.ieee.org:80\/news\/2011\/802.22.html\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> that it has published the standard titled: \u201c<a title=\"IEEE 802\" href=\"http:\/\/www.ieee802.org\/22\/Technology\/22-10-0073-03-0000-802-22-overview-and-core-technologies.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">IEEE 802.22-2011 Standard for Wireless Regional Area Networks in TV Whitespaces<\/a>\u201d (PDF).<\/p>\n<div class=\"post-thumbnail-div\">\n<p>The IEEE press release states: \u201cThis new standard for Wireless Regional Area Networks (<a title=\"WRAN\" href=\"http:\/\/web.archive.org\/web\/20120902152351\/http:\/\/www.javvin.com:80\/wireless\/WRAN.html\" target=\"_blank\" rel=\"noopener noreferrer\">WRANs<\/a>) takes advantage of the favorable transmission characteristics of the VHF and UHF TV bands to provide broadband wireless access over a large area up to 100 km (60 miles) from the transmitter. Each WRAN will deliver up to 22 Mbps per channel without interfering with reception of existing TV broadcast stations, using the so-called white spaces between the occupied TV channels.\u201dThat part of the spectrum, known as white spaces, sits between broadcast TV channels and will become available when broadcast TV stations switch from analog to digital in 2009.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-108179\" title=\"VHF and UHF TV bands to provide broadband wireless access\" https:\/\/i0.wp.com\/rbach.net\/wp-content\/uploads\/television_digitAL-1.jpg?w=240&amp;ssl=1 240w\" sizes=\"auto, (max-width: 98px) 100vw, 98px\" \/>The <a title=\"www.pcmag.com\" href=\"https:\/\/www.pcmag.com\/encyclopedia\/term\/white-spaces-coalition\" target=\"_blank\" rel=\"noopener noreferrer\">White Space Coalition<\/a> led by <a href=\"http:\/\/www.microsoft.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Microsoft<\/a> (<a href=\"https:\/\/www.tradingview.com\/symbols\/NASDAQ-MSFT\/\" target=\"_blank\" rel=\"noopener noreferrer\">MSFT<\/a>), <a title=\"Google\" href=\"https:\/\/www.google.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Google<\/a> (<a title=\"NASDAQ : GOOG\" href=\"https:\/\/www.tradingview.com\/symbols\/NASDAQ-GOOG\/\" target=\"_blank\" rel=\"noopener noreferrer\">GOOG<\/a>), <a href=\"http:\/\/www.dell.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Dell<\/a> (<a href=\"https:\/\/www.tradingview.com\/symbols\/NYSE-DELL\/\" target=\"_blank\" rel=\"noopener noreferrer\">DELL<\/a>), and other <a title=\"www.washingtonpost.com\" href=\"http:\/\/voices.washingtonpost.com\/posttech\/2008\/10\/bill_gates_talked_white_spaces.html\" target=\"_blank\" rel=\"noopener noreferrer\">tech titans<\/a> strongly support the use of the white spaces in the U.S., going up against strong opposition lead by <a title=\"abcnews.go.com\" href=\"http:\/\/abcnews.go.com\/Travel\/best_places_USA\/sleeping-bear-dunes-michigan-voted-good-morning-americas\/story?id=14319616\" target=\"_blank\" rel=\"noopener noreferrer\">Michigan&#8217;s<\/a> own <a title=\"John Dingell\" href=\"http:\/\/dingell.house.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">John Dingell<\/a> and <a title=\"www.popsci.com\" href=\"https:\/\/web.archive.org\/web\/20220122130809\/https:\/\/www.popsci.com\/score\/article\/2008-05\/sports-vs-google-fight-white-space\/\" target=\"_blank\" rel=\"noopener noreferrer\">big media<\/a> like the <a title=\"National Football League\" href=\"http:\/\/www.nfl.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">NFL<\/a>, <a title=\"Major League Baseball\" href=\"https:\/\/web.archive.org\/web\/20221018075006\/https:\/\/mlb.mlb.com\/index.jsp\" target=\"_blank\" rel=\"noopener noreferrer\">MLB<\/a>, <a title=\"NASCAR\" href=\"https:\/\/www.nascar.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">NASCAR<\/a>, <a title=\"National Basketball Association\" href=\"http:\/\/www.nba.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">NBA<\/a>, <a title=\"National Hockey League\" href=\"http:\/\/www.nhl.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">NHL<\/a>, <a title=\"National Collegiate Athletic Association\" href=\"http:\/\/www.ncaa.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">NCAA<\/a>, <a title=\"Professional Golfers Association\" href=\"http:\/\/www.pgatour.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">PGA Tour<\/a> and <a title=\"ESPN\" href=\"http:\/\/espn.go.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">ESPN<\/a> who say unlicensed devices in the TV bands would interfere with their signals.IEEE 802.22 reportedly will not interfere with TV broadcasts, because it incorporates advanced cognitive radio capabilities including:<\/p>\n<ul>\n<li><a title=\"rfdesign.com\" href=\"https:\/\/web.archive.org\/web\/20100305181207\/http:\/\/rfdesign.com:80\/military_defense_electronics\/radio_dynamic_spectrum_access\/\" target=\"_blank\" rel=\"noopener noreferrer\">Dynamic spectrum access<\/a><\/li>\n<li><a title=\"www.broadcastlawblog.com\" href=\"http:\/\/www.broadcastlawblog.com\/2011\/01\/articles\/television\/fcc-designates-database-adminstrators-for-tv-white-spaces-devices\/\" target=\"_blank\" rel=\"noopener noreferrer\">Incumbent database access<\/a><\/li>\n<li>Accurate geolocation techniques<\/li>\n<li><a title=\"www.radio-electronics.com\" href=\"https:\/\/web.archive.org\/web\/20171111000207\/http:\/\/www.radio-electronics.com:80\/info\/wireless\/ieee-802-22\/cognitive-network-spectrum-sensing.php\" target=\"_blank\" rel=\"noopener noreferrer\">Spectrum sensing<\/a><\/li>\n<li>Regulatory domain-dependent policies,<\/li>\n<li>Spectrum etiquette and coexistence for optimal use of the available spectrum.<\/li>\n<\/ul>\n<\/div>\n<p><strong><em>rb-<\/em><\/strong><\/p>\n<p><em>I met Mr. Dingell about a dozen years ago, at a school to encourage the politician to support schools when the <a title=\"www.fcc.gov\" href=\"https:\/\/www.fcc.gov\/general\/universal-service-fund\" target=\"_blank\" rel=\"noopener noreferrer\">USF<\/a> started the <a title=\"eRate\" href=\"http:\/\/www.usac.org\/sl\/\" target=\"_blank\" rel=\"noopener noreferrer\">eRate<\/a> program for schools. I recall Mr. Dingell telling me he could not support eRate because he did not trust the FCC to get it right. At least he is consistent.<\/em><\/p>\n<p><em>I believe there is a very good chance this technology will never be a commercial success. The wireless carriers will squash this technology like they have squashed municipal wi-fi and community fiber networks.
