More Tech Trouble at School

More Tech Trouble at SchoolIt’s not a good time for tech in schools. The security woes at school are not limited to the iPad debacle at LAUSD. (rb- You can see my coverage here – Updates since the first article – LAUSD started confiscating the iPads and delayed the district-wide roll out one year until 2015.) GigaOM’s Ki Mae Heussner writes that Guilford County Schools in North Carolina has suspended its tablet program with Rupert Murdoch’s News Corp’s Amplify after reports of faulty equipment.

uspended its tablet programThe district reportedly spent $16.4 million ($299 / device + a 2-year subscription at $99 per year) of a $30 million Race to the Top grant to pay for the tablets and content. The device is a 10-inch ASUS (2357) tablet running the Google (GOOG) Jellybean Android operating system. It comes pre-loaded with content and apps curated by Amplify. It enables teachers to distribute content across a class or grade level and control the content on students’ screens.

GigaOM cites the school district’s website, which says they have sent 10% of their 15,000 devices back to Amplify because of broken screens. About 2,000 cases have also been problematic. In one instance, a student returned a defective charger, reporting that overheating caused the plastic to melt. While the district said it expected a few glitches with the rollout, school officials decided to pause the program for safety’s sake. GigaOM claims the pause is a big setback for Amplify, which launched its education-optimized tablet at hipster South by Southwest earlier this year.

NewsCorpSince its launch, skeptics have wondered how schools would respond to the privacy questions and the prospect of doing business with Amplify’s parent company News Corp. (given its phone-hacking scandal). Ms. Heussner speculates that the suspension could give schools more reason for pause when it comes to embracing the new technology.

Asus told GigaOM that out of 500,000 chargers of its kind that they have shipped globally, only the one in Guilford overheated and melted. Justin Hamilton, Amplify’s SVP of corporate communications seems to be blaming the customer. He claimed the broken screen rate in Guilford is higher than in other school districts. “We’re working very closely with the district on this and hope to have things resolved and the program back up and running very soon,” Mr. Hamilton said.

Indiana mobile security fail

circumvented the security on district-issued Apple iPadsIn Indiana, Education Week reports that between 300 and 400 students in the Center Grove school district circumvented the security devices on district-issued Apple (AAPL) iPads within hours of receiving the devices according to a report last week in the Daily Journal.

Apparently, students found ways to reprogram the iPads so they could download games and apps for social media sites, according to the report. Center Grove officials attributed the problem to their security program not being able to handle the 2,000+ devices they distributed.

spread like wildfireKeith Krueger, the CEO for the Consortium for School Networking, said such problems are increasingly common as districts deploy an increasing number of devices. “Kids and adults find ways to hack through things, and it can spread like wildfire,” he said. “It’s frustrating, and it’s a huge challenge for any district.

Data center failures

In addition to the tablet troubles, Data Center Knowledge’s Rich Miller reports several school data center failures. According to DCK, two public school systems suffered data center failures that crippled their IT systems.

data center fire suppression systemIn Oregon, the Beaverton School District experienced several days of disruption after an errant alarm set off its data center fire suppression system. The fire suppression system damaged hard drives and servers. That left Beaverton schools unable to use email or access class lists, student schedules, and online textbooks. “It knocked all of the systems in the data center off-line,” said Steve Langford, chief technology officer. “All of the systems that staff needs to do their jobs.” District IT staff worked over the Labor Day weekend to replace the damaged systems.

In California, the Davis Unified School District started school without key IT services after the district’s servers overheated. DCK reports an air conditioner unit failed, allowing the temperature in the server room to rise to 120 degrees F. “There’s an incredible impact on everyone in the whole organization,” says the district’s Kim Wallace. “Students can’t access computers. Teachers can’t take attendance. Parents can’t email. We can’t email out.” The DCK article said staff were still troubleshooting damaged equipment and lost data.

The best strategy, COSN’s Krueger said, is to combine the best possible security filters and other technical measures with a comprehensive responsible or acceptable use policy that students and families must sign and a commitment to enforcement. “It’s not surprising that a school district would have some breaches,” he said. “The question is how do you leverage it into a teachable moment?”

Who needs the teachable moment? Sure the kids need to understand there are real consequences for their actions but, can the politicians administrators be taught to be serious about IT? Seems to me that most of these failures are management failures. It is probable that these failures could have been reduced with proper project management.

proper project managementIt is my experience that many administrators do not recognize project management professionals. It appears they would stick with the good ole boy network and hire their less qualified friends or the professional BSer’s.

Now about project management? Modern backup system? Disaster Recovery plan?  BCP?

LA Schools iPads Hacked In A Week

– UPDATE 08-28-2014 – Just in time for the start of School reports surface LAUSD is “re-opening” bids for its controversial billion-dollar contract with Apple and Pearson to give all students, teachers, and administrators iPads.

LA iPads Hacked In A WeekThe second-largest school district in the US is spending at least $1 Billion to complete a 1:1 tablet initiative. The Las Angles Unified School District (LAUSD) plans to deploy 650,000 Apple (AAPL) iPads, one for each student in LA county. The project slated to be completed by December 2014, has had problems that may prevent if from reaching that goal.

Las Angles Unified School DistrictThe project includes 500 million dollars for iPads and 500 million dollars for Wi-Fi and related infrastructure. The initiative is funded mostly by voter-approved school construction bonds, which taxpayers typically pay off over 25 years which the LA Times says “has sparked some concerns and legal and logistical hurdles.”  (rb- I first noted the project here)

The project has run into a series of issues. The first issue focused on the 25 year payback period on a $500.00 device. A second issue emerged in September 2013 when the district recognized that it may need to buy Bluetooth keyboards for the iPads. The LA Times estimated a bill of $38 million for the oversight. The LA Times reports that the included software keyboard on the iPad might not satisfy the needs of older students writing term papers.

650,000 Apple iPads,Also, LAUSD has planned to use the iPads for testing based on new Common Core English and math learning standards. The article contends that the iPad’s touch screen could frustrate students and even obscure portions of a test item that would be visible in its entirety on a full screen. (rb- I talked to many school districts about the SBAC keyboard testing issue, who is going to configure Bluetooth on and off? What about power? Does Bluetooth decrease the battery time on the iPad? Do you have enough electrical outlets to plug in 30 iPads? How is your Wi-Fi?)

In late September 2013, the LAUSD iPad project ran into a bigger problem as they deployed the iPads to high school students. According to the LA Times, it took exactly one week for nearly 300 students at Theodore Roosevelt High School to defeat the LAUSD installed device security. Following the news that students were using the hacked tablets for personal use, district officials halted home use of the Apple tablets until further notice.

Common Core English and math learning standards.Students told the LA Times once they had the iPad home they could not do anything with the $678 device. Apparently, the students began to tinker with the security lock on the tablets and soon discovered all they had to do was delete their personal profile information. With the profile deleted, a student was free to surf, tweet like, and stream music.

The new found freedom prompted L.A. Unified School District Police Chief Steven Zipperman to suggest that the district might want to delay the distribution of the devices. The chief said in a memo obtained by the LA Times, I want to prevent a ‘runaway train‘ scenario when we may have the ability to put a hold on the roll-out.

I want to prevent a 'runaway train' scenarioAccording to a March 2013 blog post from Roosevelt HS, LAUSD chose AirWatch as the provider for the mobile device management system. And that when students first get their iPads they will have AirWatch already installed. The district posted an update on their website that indicated they have turned to AirWatch and Apple for better solutions to their iPad problem.

This really is a story of mismanagement from the top down. A billion-dollar project for consumer devices financed over 25 years – Really? Are the students of LA’s class of 2038 going to have to use the iPad’s from 2013? Where is the refresh program? How are they getting the money to buy 650,000 iPad 9’s in 5 or 6 years?

If the iPads are to be used at home? how is LAUSD addressing the digital divide in LA?

Did the big-wigs consider the equity of using iPads for high-stakes nationwide common core testing? Not only will LA students be compared against each other and the rest of California but also students in 44 other states.  It is my understanding that the current SBAC test is not optimized to display well on small screens. Will the tablet form factor handicap LA students or others across the US using tablets when competing against others using large screens and real keyboards in ergonomically proper positions? Will LAUSD show the test takers how to see the entire question, or how to easily switch between back and forth between screens to review a passage and then write a response.

Call me cynical after working in K-12 and living in the Detroit area, but a public $1 Billion dollar government project seems like a magnet for mismanagement, fraud, waste, and pay-to-play scams. It already seems to be at least $20 million over budget to buy keyboards even at K-12 discounts. Hopefully, the iOS and AirWatch updates are already included in the existing contracts.

While the headline-grabbing hacking story may be resolved in Apple’s iOS7. AFAIK Apple does not let anybody into its BIOS or whatever chip it is on an iPad. That is why students can easily delete the AirWatch agent. LAUSD still has a task on its hands to get all the deployed devices up to iOS 7.

LAUSD is missing 71 iPadsIn more signs of mismanagement, The LA Times reports that LAUSD is missing 71 iPads. They deployed 69 of the missing iPads last year at the Valley Academy of Arts and Science. PadGadget reports that after the fact, the District ramped up its tracking efforts by adding stronger safeguards. Global positioning can now be activated for every tablet. Plus, an electronic inventory system registers who is now responsible for a particular device, and District officials can remotely shut down iPads reported stolen.  Lt. Jose Santome of the school district’s Police Department stated, “We know what’s going out and deployed on every campus.”

School Kids' Data at RiskIn the Huffington Post article, “In Push For Data, Schools Expose Students To Identity Theft” author Gerry Smith writes about the growing risk of school kids data being stolen across the country.

Data Quality Campaign, an organization that encourages states to build student databases argues that students’ Social Security numbers are useful for education policy by creating “enhanced analytical opportunities” for evaluating school curriculum. “The more important conversation is not whether states are collecting Social Security numbers, but how they are ensuring the privacy, security, and confidentiality of all personally identifiable information,” Laird said in a statement to the Huff Post. “We can’t speak to how Social Security numbers are collected and stored at the local level,” she added.

The article cites one survey that concludes student PII is not stored very securely. Only half of K-12 schools use data encryption, according to a survey of IT employees at K-12 schools nationwide. 72% cited budget constraints as the primary barrier to improving their IT security, according to the survey by Panda Security (PDF). Collecting PII in central databases with lackluster security is asking or trouble, “This is making a much bigger honey pot for people with malevolent purposes to gain access to children’s information,” Joel Reidenberg, a professor at Fordham University School of Law. He told The ID Channel, “It’s a meltdown waiting to happen.”

School districts in 26 states now ask for students’ Social Security numbers. The Michigan Department of Education states (PDF), “A school district cannot mandate that parents disclose the social security number of their children.” Huff Post states that Texas is one of those states where education officials use PII to connect K-12 records to higher education and workforce data, according to Debbie Ratcliffe, a spokeswoman for the Texas Education Agency.

Last year, the Texas agency asked eight school districts to send PII, including Social Security numbers, through the mail on unencrypted CDs for research purposes. The article reports that Laredo Independent School District learned the CD it sent got lost in the mail, exposing nearly 25,000 current and former high school students to identity theft, according to the Texas Tribune. Ratcliffe told The Huffington Post that the request came from an agency employee who operated “way outside” normal protocol.

  • Beaumont school officials told parents that Social Security numbers belonging to an estimated 15,000 students were accidentally exposed online for nearly a year.
  • The San Antonio Independent School District told parents that names and Social Security numbers of up to 360 students were mistakenly made visible through a Google search.

Still, the Texas Education Agency has no plans to stop asking school districts for students’ Social Security numbers, Ratcliffe told the author. “We have so many databases that use them that it would require quite a bit of change to make that happen,” she said.

Texas has no plans to stop asking for students' Social Security numbersYet concerns over child identity theft have prompted at least five states — Nebraska, North Dakota, Washington, Maine and Wyoming. to create policies that restrict the collection and use of Social Security numbers in K-12 schools.

Jerry Coleman, director of school finance at the North Dakota Department of Public Instruction Coleman said in an interview, “To protect those Social Security numbers would be a hassle we don’t need,”

Parents can refuse to disclose their child’s Social Security number, and the student would be assigned a different identifying number. Ratcliffe, of the Texas Education Agency, said most parents disclose their child’s number anyway.

Parents can refuse to disclose their child's Social Security numberBut privacy experts say, in most cases, parents should keep that information to themselves. “When someone asks for your child’s Social Security number, say no,” said Aaron Titus, chief privacy officer for Identity Finder, which helps organizations protect sensitive data. “I have found about 90 percent of the time when I push back a little bit, I get my way.”

Data breaches leave people six times more likely to become victims of identity theft, according to a survey by Javelin Research. Schools warn parents to monitor their children’s credit after a data breach. The Huff Post says credit reports only turn up 1 percent of fraud on children’s credit histories because thieves pair children’s Social Security numbers with new names and birth dates, a study by Debix found.

More than 18,000 child identity theft complaints were reported to the Federal Trade Commission. But experts tell Huff Post that figures on child identity theft are likely much higher because the crime often goes undetected for years. ID Analytics estimates more than 140,000 children are victims of identity theft each year, based on a one-year study of those enrolled in the firm’s identity protection service. When child identity theft victims turn 18, they find their credit has been destroyed, preventing them from taking out loans or renting apartments.

Consumers Unions points out that Michigan law restricts how Social Security numbers can be used. In Michigan, SSNs cannot be printed on ID cards, intentionally communicated to the public, and/or publicly displayed or mailed within an envelope.

The author cites several recent cases:

Child identity theftThe article says these incidents highlight the growing risk of school kids’ vulnerability to identity theft. Across the country, schools have become conduits for children’s pristine Social Security numbers. The students’ numbers are increasingly falling into the hands of credit-hungry identity thieves. The frequent data breaches have prompted calls for schools to stop collecting sensitive student data. The breaches have angered parents like Art Staehling, whose 14-year-old daughter was among 18,000 Nashville students who had their Social Security numbers accidentally exposed online for three months in 2009.

“They left the gate wide open,” Mr. Staehling told The Huffington Post. “It’s clumsiness. There’s no excuse for it. If schools want that information, there should be some sort of penalty paid if they don’t guard it with their lives. I haven’t found a reason why they honestly need it.

But privacy experts told Huff Post there are less risky ways to identify students. The privacy experts accuse schools of needlessly exposing children to identity theft by gathering their Social Security numbers. Mn then not securing them.

The push for collecting student data began under the federal No Child Left Behind Act. Financial incentives in the 2009 stimulus package, including Race to the Top‘s $250 million in competitive grants drove schools to collect student social security numbers, according to Reidenberg.

The Huff Post says the Feds urge schools to create other unique identifiers. The National Center for Education Statistics warned schools last fall that. They told educators that Social Security numbers are “the single most misused piece of information by criminals perpetrating identity thefts.”

School abuses student’s Social Security numbers

Despite the warnings, the collection and use of student’s Social Security numbers in K-12 schools remain “widespread.” An audit last year by Patrick O’Carroll, the Social Security Administration‘s inspector general. The IG found students’ Social Security numbers printed on transcripts, tests, and athletic education forms. According to the article, the audit concluded that schools were using the numbers “as a matter of convenience.” Mr. O’Carroll found there have been at least 40 data breaches of confidential student information at K-12 schools since 2005.

In his report, O’Carroll wrote.”We believe the unnecessary collection and use of Social Security numbers is a significant vulnerability for this young population. Each time a student provides his or her Social Security number, the potential for a dishonest individual to unlawfully gain access to, and misuse, the number increases.

VC’s Take on Ed Tech

VC's Take on Ed Tech  at GigaOM reports on an open online course on entrepreneurship in education called Ed Startup 101. During the course, Fred Wilson, a managing partner at Union Square Ventures, gave a little insight into how venture capitalists view opportunities in education technology. Union Square Ventures has invested in education social network Edmodo, Skillshare, Codecademy, and Duolingo.

skip over institutional buyers to target teachers and studentsVC Wilson said that education’s, notorious reputation for bureaucracy and long sales cycles have traditionally turned off VC’s (full video available here). But as startups have attempted new models that skip over institutional buyers to target teachers and students, investors have steadily warmed to the sector, including K-12 education. The blog cites data from GSV Advisors, a Chicago-based investment firm that specializes in education, which says that transactions in K-12 education climbed from just $13 million in 2005 to $389 million in 2011. Funding has been so strong that some have already started asking the inevitable question about whether an ed tech bubble is brewing.

Takeaways from the video

VC's Take on Ed TechConsumer tech offers plenty of models for freemium ed tech startups –The venture capitalist gave several examples in which consumer startups with a free service eventually found a path to profitability after years of venture backing, including Dropbox and Twitter. In those examples, he said, venture capital played a key role in helping them reach the scale that would make a freemium model work.  As the ed tech market expands, he expects models of all kinds – from those supported by advertising to those with enterprise licensing models – to emerge. Both Dropbox and Twitter are problematic to an enterprise network.

  • Someone, PLEASE give me a long-term educational reason to give students on-network access to Twitter that outweighs the distraction and cheating factors.
  • Dropbox is a potential data theft tool if allowed. We have seen 600 – 800 Mb of Dropbox space on user shares, then they complain when they can’t save their work to the network. Dropbox’s network behavior is annoying. Dropbox wants to check in with the mother-ship thousands of times a day. On our network, we block file sharing with the content filter. When a user installs a Dropbox client on their workstation (don’t get me going about local admins) we have seen 60,000 attempts to connect to the Dropbox mother-ship over the course of a week. Dropbox could improve their product by throttling their checking in – the longer it doesn’t connect throttle down their phone homes.

Sell to the learner first, not the institution

Work-aroundMr. Wilson says that ed tech firms should bypass traditional education sales channels. “We should compete with the existing education system as opposed to sell to it,” Wilson said. He thinks that entrepreneurs can make faster progress by bringing their tools straight to the learners and the teachers providing instruction. That’s the way Edmodo has gained its strong traction and the approach Codecademy has taken with its after-school program targeting students in schools without computer science instruction. As students and teachers adopt new platforms, Wilson said, the institutions will come around.

Gee I don’t know, sell to the end-user and then force the entire enterprise to change to accommodate a new toy, how very Apple of him. But VC’s don’t have to do the work. Maybe if he had to make AppleTV work on a network or get iMac‘s to regularly log in to Active Directory.

Vendor exclusivity is a bad thing

Vendor lock-inAs more companies turn their attention to online learning and digital education, Wilson said universities shouldn’t standardize with just one vendor but support the range of tools that faculty members choose. Exclusivity, he said, makes vendors “fat and happy” and less incentivized to innovate.  “I don’t think there’s any benefit anyone would get by standardizing on one platform,” he said.

I agree with him here, the perfect example is Blackboard. They don’t seem to want to make our life easier. The restoration process is stupid. Bring on Moodle.

Other areas of opportunity in ed tech

The VC says that his firm also thinks there are ed tech opportunities include:

  • Credentialing (Grades) Now that plenty of platforms offer courses and instruction, the next step is figuring out whether students are actually mastering the skills and knowledge that they’re setting out to learn.
  • He also said he thinks there are opportunities in peer-to-peer platforms, which leverage online communities to reduce the cost of creating curriculum and learning content,
  • Vertically focused startups, such as those similar to Codecademy and Duolingo.

freemiumIt’s not only my opinion that the freemium model is a bait and switch scam. It sucks users into a product and then does a switch at some time in the future to a pay model. But that is a VC’s take on Ed Tech, what is yours?
