IRS Systems Oldest in Federal Gov

As is often attributed to Benjamin Franklin, who wrote in 1789 that “nothing can be said to be certain, except death and taxes.” The taxman is coming again on April 17th, 2018. Despite Trump’s Uncle Sam‘s latest tricks to take more of our money the Internal Revenue Service’s (IRS) systems are the oldest running in the U.S. Government. Nextgov reports that one of the IRS’ most important tax-processing applications is old enough to be a grandparent, and officials warn a failure during tax season could have dire economic ramifications or delay tax refunds for 100 million Americans.

Internal Revenue ServiceReports from the General Accounting Office, the IRS’ Individual Master File (IMF), and its sister system, the Business Master File (BNF) are the two oldest tech systems in all the federal government at about 58 years old. The next oldest tech system identified is the Defense Department’s Strategic Automated Command and Control System, which helps coordinate U.S. nuclear forces, which was developed 55 years ago (rb- Thanks reassuring).

The IMF and BMF are relics of the early days of computing itself. In 1960, an IRS report announced plans to install computers to automate tax processing at a facility in Martinsburg, West Virginia. Today, almost 60 years later, the IRS is still using the same systems to process the nation’s tax returns.

data from 1 billion taxpayer accountsThe Individual Master File is a massive application written in the antiquated and low-level Assembly programming language. It runs on an IBM mainframe and holds the data from 1 billion taxpayer accounts going back decades. IMF is chiefly responsible for receiving individual taxpayer data and dispensing refunds.

Despite hundreds of millions in spending, plans to fully modernize the application are more than six years behind schedule, and in a statement to Nextgov, IRS revised its new timeline for a modernized IMF to 2022.“To address the risk of a system failure, the IRS has a plan to modernize two core components of the IMF by 2021, followed by a year of parallel validation before retiring those components in 2022.”

DelayedThe timeline could slip further. The article says the IRS will need the authority to hire at least 50 more employees—and backfill any losses—and receive an extra $85 million in annual non-labor funding for the next five years. Trump’s fiscal 2018 budget request would cut IRS funding by $239 million.

In the statement, IRS said IMF “is antiquated, with an architecture and design that dates back to the 1960s,” and admitted fewer programmers understand the old Assembly code. Auditors at the GAO have said IRS has more than 20 million lines of Assembly code.

The IRS’ main efforts to replace the IMF is the Customer Account Data Engine, which was canceled in 2009, and the next modernization effort CADE 2. Nextgov reports that plans to fully deploy CADE 2 and replace IMF have slipped, even as each company working on the project has earned as much as $290 million in revenue from IRS.

Contracting data obtained by Nextgov indicates contractors Deloitte, CSRA, Northrop Grumman, and MITRE Corporation all earned more than $60 million through fiscal 2017 through CADE or CADE 2 task orders.

In the meantime, IRS runs its legacy systems like IMF on newer hardware, though GAO’s latest audit stated 64 percent of the agency’s hardware is aged. Dave Powner, GAO’s director of IT management issues, said before the House Committee on Ways and Means in October. “But relying on these antiquated systems for our nation’s primary source of revenue is highly risky, meaning the chance of having a failure during the filing season is continually increasing.”

Such a failure would be “catastrophic,” according to former IRS Commissioner John Koskinen.

“If this failure were to occur during the filing season, we could be looking at a lengthy interruption in processing returns and issuing refunds … This could have a devastating effect on more than 100 million taxpayers waiting on their refunds as well as the nation’s economy, which sees some 275 billion dollars of refunds each winter and spring.”

Mr. Koskinen told Nextgov that work on CADE 2 stalled “because of the budget crunch of the past year or two, along with the critical need to protect taxpayers against identity theft.” IRS diverted resources toward partnerships with private companies and state and local tax agencies to battle identity theft. The agency spends $2.7 billion annually on IT.

“Victims of identity theft dropped by two-thirds, after years of barely being able to hold our own,” he said. “It was the appropriate decision to protect accounts against identity theft, but it has meant that other critical information technology programs have gone more slowly.”

The government’s technology woes are worse than you think. Over 80% $90 billion federal IT budget goes toward outdated, legacy IT systems, leaving little leftover innovation commonplace in the private sector.

Demand for Project Managers DroppingThe role of IT project managers is critical, as new technology adoption, regulatory compliance, outsourcing, and other factors make it vital that projects be properly planned and controlled.

Computer Economics says that too few organizations adequately staff the project manager function and, as a result, too many projects fall short of objectives, miss deadlines, or overrun budgets. In their report, IT Project Management Staffing Ratios (Reg. Req.), the research firm found that project managers as a percentage of the IT staff dropped slightly at the median from 4.8% in 2015 to 4.5% in 2016.

The Irvine, CA-based firm speculates that there are a variety of reasons for the recent decline in the percentage of project managers. They found that like other IT functions, the staffing ratio for project managers is in flux. The percentages of staff in certain other IT job categories are growing, with a higher percentage going to application development, business analytics, and security. This, by definition, pushes down the percentage in project management.

project managers handle more projectsOther reasons Computer Economics cites include the improvement in project management tools, which might allow project managers to handle more projects. It also appears a small number of companies might be abandoning the dedicated role of project manager, combining it with the role of lead developer, for example. The study also blames the growing popularity of agile development, with its focus on, also may be contributing to the decline in project management as a discrete function. However, this decline has only been recent and may not yet reflect a trend. Tom Dunlap, research director for Computer Economics said,

Despite the slight drop in the percentage of PMs, I’d be surprised if that turned into a long-term trend. With the rapidly changing nature of technology in the enterprise and the generally bad track record of IT departments getting projects in on time and on budget, I expect the percentage of PMs to go up.

Compare this data to that PMI reported in their Project Management Job Growth and Talent Gap 2017–2027 (PDF) report where they are making the case for a growing job market for PMs. The report claims that through 2027, the global project management-oriented labor force in seven project-oriented sectors is expected to grow by 33 percent, or nearly 22 million new jobs.

Stop Having These MeetingsFollowers of the Bach Seat know that passwords suck. As a Project Manager, something that also sucks are bad meetings. Meetings that don’t have an agenda or a goal or a purpose will suck the motivation out of people coming to the meeting. In the interest of having fewer sucky meetings here are some meetings, your team will thank you for eliminating or fixing.

The Monday morning staff meeting

Monday Morning Staff MeetingsThe problem with this meeting is that no one is ever ready for it. After all, it’s 8:00 a.m. on Monday morning. Nothing has happened yet and whatever happened last week is mostly ancient history. A second problem with this meeting is that for anyone to be ready, they have to work Sunday night. That is fine on occasion but guaranteed to earn you some serious votes for “jerk of the year” from employees and the family members of employees. For a while, I worked for an insomniac boss who would fire off emails off at 2:00 AM on Sunday. She would expect answers at 8:00 AM meetings. It was a happy day when she moved on.

The third problem with this meeting is that stuff happens on the weekends. And stuff needs to be addressed, especially in IT. Did you change your tapes? Check your logs? Walk your data center? Are there warning lights? How many tickets are there? Who has time for a meeting? The solution: if you must run a team meeting on Monday, push it to later in the morning or early in the afternoon. Better yet, push it to Tuesday morning.

The Round-the-Table status meeting

Round-the-Table Status MeetingWe have all been there. It’s the meeting where focus moves around the room and everybody shares their latest updates, sagas, fantasies, and dreams. Sit in the wrong place and you end up as the 19th person to offer an update. By that time nobody cares because their bladders are over-strained and brains numb from the politically oriented updates emanating from the mouths of colleagues in far-away functions.

The solution: meet if you must, but set some rules on the updates. Ask people to focus on important news that impacts everyone or on challenges that need help from across functions. Do anything to limit the painful march of gratuitous and self-serving status updates that undisciplined round-the-table meetings generate.

Recurring meetings with no purpose

Recurring Meetings that Have Lost Their PurposeAny recurring meeting where no one can remember why this meeting still takes place is a candidate for immediate elimination. The laws of physics transfer to meetings. A meeting on the schedule tends to stay on the schedule long after it has used up its usefulness in the workplace.

The solution: review all the recurring meetings that you subject your team to or that you are a participant in. Drop them from your life and the lives of your team members. If you are not the host of the meeting, tell the host of your intention and of your perspective on the utility of the meeting. If you are the host/sponsor, poll team members and give them a voice and a vote. A bit of draconian slicing of recurring meetings opens up valuable time for other more important activities.

Group wordsmithing

ThGroup Wordsmithing Meetingsis is any meeting where you pull together a group of people to work on the wording for something. Be it a vision, a mission, a strategy statement, a scope statement in project management. The output of these sessions is typically a series of awkwardly constructed sentences reflecting compromises on the part of the HPPiO. Everyone nods their heads, yes but no one agrees with the final product. The wording moves beyond ridiculous to just awful in trying to make the pain go away.

The solution: never relegate rough wording of anything to a committee. Take a stab at the item in question yourself. Then bounce it off a few colleagues. When you approach something that is beginning to work for you, very carefully ask for comments from a group. Ask clarifying questions, take great notes and then disappear and redraft the statement(s). Repeat the process as necessary.

Death by PowerPoint

Death by PowerPointDeath by PowerPoint is a phenomenon that can make any meeting suck. The poor use of presentation software causes Death by PowerPoint (DBPP) according to TargetTech. Key contributors to DBPP include confusing graphics, slides with too much text, and presenters whose idea of a good presentation is to read 40 slides out loud.

Audiences that are emotionally disconnected from the presentation are the fault of the presenter. There is a good chance that the speaker has not spent enough time and effort thinking about which key points he wants the audience to take away. Or she has spent entirely too much time and effort setting up the presentation in PowerPoint.

DBPP can be avoided if the speaker uses the technology as a visual aid to enhance what is being said. Do not rely on the technology to serve as the focus of the presentation. Don McMillan demonstrates what not to do with PowerPoint in his video “Life after Death by PowerPoint.”

How to be better at meetings

Meetings are opportunities ripe for overuse and even abuse. Strive to be the manager that respects the power and importance of meetings. Use these forums to focus on key issues and solicit ideas. To keep your meetings constructive you need to start with respect.

Respect the time that everyone puts into the sessions. Start your meetings on time. If your meeting starts on time there are fewer chances to derail others’ productivity throughout the day. Starting on time also helps you to end on time. This is crucial because once the time slot for the meeting is over, employees will start to mentally check out whether you’ve made it through the agenda.
